Yong 'an Town, also known as Kucaoba, is an important military place in past dynasties. 1in late February, 932, after the Red Fourth Army occupied Kucao Dam in Seoul, it was attracted by the unique natural fortress here, so it drew up the plan of "building a whole Sichuan centered on Kucao Dam" with the senior leading organs of the Party, government and army such as Northwest Revolutionary Military Commission, Sichuan-Shaanxi Provincial Finance Committee, Sichuan-Shaanxi Provincial Security Bureau, and all military supplies, education, medical care, ordnance and finance.
