Non-mechanical bow and arrow equipment (recurve bow, compound bow) does not belong to the management category of public security organs, and there is no need to go through the formalities with public security organs in manufacturing, selling, purchasing, holding and using. Mechanical bow and arrow equipment, such as crossbow (also known as mechanical crossbow and crossbow machine), is a kind of equipment with strong lethality and belongs to items strictly controlled by the state. 1999, the Ministry of Public Security and the State Administration for Industry and Commerce jointly issued the Notice on Strengthening the Management of Firearms (Gong Zhi [1999]No. 1646), explicitly requiring public security organs at all levels to bring crossbows into the scope of public security management and earnestly strengthen related management. In 2004, the State Council's Decision on Setting Administrative License for Administrative Examination and Approval Items that Really Need to Be Reserved retained the administrative license of the public security organs of the provincial people's government for the manufacture, sale, import, transportation and use of traditional Chinese medicine. Therefore, the use of crossbows is limited to special needs such as competitive crossbow shooting activities and commercial shooting ranges. Units or individuals are not allowed to buy and use crossbows because of the needs of commercial activities.
In addition, if individuals bring bows and arrows into public places or public transport, or use bows and arrows to injure people, they also violate the Law of People's Republic of China (PRC) on Public Security Administration Punishment and the Criminal Law of People's Republic of China (PRC).

Article 32 Whoever illegally carries guns, ammunition, crossbows, daggers and other control devices prescribed by the state shall be detained for not more than five days and may also be fined not more than 500 yuan; If the circumstances are minor, a warning or a fine of not more than 200 yuan shall be imposed.
Whoever illegally carries guns, ammunition, crossbows, daggers and other state-regulated control devices into public places or public transport shall be detained for more than 5 days 10 days, and may also be fined up to 500 yuan.
Criminal law of the people's Republic of China
Article 234 Whoever intentionally harms another person's body shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or public surveillance.
Whoever commits the crime mentioned in the preceding paragraph and causes serious injuries shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years; Whoever causes death or serious disability by particularly cruel means shall be sentenced to fixed-term imprisonment of not less than 10 years, life imprisonment or death. Where there are other provisions in this Law, such provisions shall prevail.
