Mao Tengfei said that for the establishment of new special zones, the state has a unified layout in the east, middle and west, while Chongqing and Chengdu are in the west, while the central region has not yet approved the establishment of new special zones. Due to the different layout, Mao Tengfei believes that the approval of Chongqing-Chengdu will not affect the way Changsha-Zhuzhou-Xiangtan applies for the new special zone.

With the economic integration of Changsha-Zhuzhou-Xiangtan, the influence of Changsha-Zhuzhou-Xiangtan urban agglomeration in our province and even the central region is growing. In 2006, the three cities achieved 37.6% of the province's GDP and 38.2% of the general budget revenue, and 32 of the 40 Fortune 500 enterprises in Hunan settled in Changsha, Zhuzhou and Xiangtan.
