165438+1October 9-10, the Ministry of Housing and Urban-Rural Development held a working forum in Nanning to discuss and improve the first draft of the Regulations on Planning and Construction of Villages and Market Towns (the State Council DecreeNo. 1 16) (hereinafter referred to as the Regulations). Li Bingdi, Director of the Rural Construction Department of the Ministry of Housing and Urban-Rural Development, presided over the meeting and delivered a speech.

Cao Jinbiao, director of the Regulation Department of the Ministry of Housing and Urban-Rural Development, put forward requirements for the revision of the Regulations. Relevant persons in charge of the Central Rural Work Leading Group Office, the State Council Legislative Affairs Office, Ministry of Land and Resources, Ministry of Agriculture, housing and urban-rural construction departments of 10 provinces (autonomous regions and municipalities directly under the Central Government), grassroots rural construction managers, experts and scholars such as the State Council Development Research Center and China Architectural Design and Research Institute attended the meeting.

The Regulations promulgated by 1993 is the basic law guiding the construction of villages and towns in China, which has played an important role in promoting the standardization and legalization of village and town construction activities for more than ten years.

However, with the sustainable development of urban and rural areas, a series of laws and regulations directly related to rural construction such as urban and rural planning law and property law have been promulgated or revised one after another, and many new changes have taken place in rural construction activities. Some provisions of this regulation need to be revised and improved.

Participants put forward many specific opinions and suggestions on how to better reflect the new characteristics of current rural construction activities, the rural construction planning permission system and the rural basic housing system, as well as improving the rural living environment, promoting energy conservation and emission reduction, and protecting the ecological chain.
