Measures for the Administration of Heilongjiang Science and Technology Association
Article 1 In order to fulfill the business management responsibilities of provincial societies, associations and scientific research institutes (hereinafter referred to as associations), improve management level, enhance service capacity and promote the development of societies, these Measures are formulated in accordance with the Regulations on the Administration of Registration of Social Organizations and the Articles of Association of Heilongjiang Science and Technology Association.

Article 2 Provincial societies as mentioned in these Measures refer to provincial societies registered as members of provincial science and technology associations according to law.

Article 3 The term of office of the Council of the Society is 3-5 years. Upon the expiration of the term of office, a general meeting or congress shall be held in time for re-election, and at least 65,438+0/3 members of the board of directors shall be updated each time. If there are special reasons to advance or postpone the general election, it shall be reported to the Provincial Association for Science and Technology for examination and approval after research by the Council, but the longest extension or advance time shall not exceed 1 year.

Article 4 The convening of the general meeting or representative meeting of the Society shall be included in the work plan at the beginning of the year. 65438+ 0 months before the general election, submit a request report for convening a general meeting or congress to the Provincial Association for Science and Technology. The contents of the report include:

(a) the main agenda of the congress or congress, the number of delegates attending the congress and the allocation of places;

(2) Work report, financial report, revised draft articles of association of the Council during its term of office, and explanations on the revision;

(three) the list of candidates for directors, the principles of election, the composition of the Standing Council and the quota allocation plan;

(4) Resumes of candidates to be appointed as the Council (President), Vice President (Vice President) and Secretary General.

Article 5 The Academic Department of the Provincial Association for Science and Technology shall be responsible for hearing and replying within 15 working days after receiving the report from the general meeting or congress of the Society. An unapproved association may not be re-elected.

Article 6 In case of special circumstances, the provincial society that needs to change by means of communication should submit a written application report to the Provincial Association for Science and Technology three months in advance, explain the reasons, submit the materials listed in Article 4 of these Measures, and conduct communication elections according to the prescribed procedures after approval by the Provincial Association for Science and Technology.

Seventh society is scheduled to change, it shall submit the following materials to the provincial association for science and technology within 30 days:

(1) Election results of the general meeting of members: the list of the principal responsible persons of the Council, the Standing Council and the Society;

(two) the work report of the Council and the articles of association of the society reviewed and adopted by the members' assembly or the members' congress;

(3) Minutes of the general meeting of members or representatives, the Council and the Standing Council.

Article 8 The articles of association revised by the Society and deliberated and adopted by the members' congress or the members' congress shall be submitted to the provincial registration authority for approval within 30 days from the date of examination and approval by the Association for Science and Technology, and shall take effect from the date of approval.

Article 9 The size of the board of directors of this Association shall be determined according to the number of members. The number of members is below 1 1000, generally not more than 30; The number of members is between 1000-2000, generally no more than 40; The number of members is between 2,000 and 5,000, generally no more than 60; The number of members exceeds 5,000, and generally does not exceed 80. If the number of members of the Council exceeds the above provisions, it must be approved by the Provincial Association for Science and Technology in advance. The Standing Council of the Society is elected by the Council and is responsible to the Council. The number of executive directors shall not be less than 5 and shall not exceed 1/3 of the number of directors.

Article 10 The age and term of office of the candidates for the chairman (president), vice-chairman (vice-president) and secretary-general of the Provincial Society shall be determined by the Council after deliberation according to the specific circumstances and submitted to the Provincial Association for Science and Technology for approval. The above candidates in the brewing process, should seek the views of affiliated units.

Article 11 The Council of the Society shall convene a meeting of the Council at least once a year, and the Standing Council shall convene a meeting at least once every six months to perform its duties as stipulated in the Articles of Association. The minutes of the meeting shall be submitted to the Academic Department of the Provincial Association for Science and Technology for the record within 0/5 working days after the meeting.

Article 12 The Council of this Association may set up branches and representative offices. A branch can be called a branch, a professional committee, a working committee, etc. And representative offices can be called representative offices, offices, liaison offices, etc. , and the single name must be standardized. The approved name shall not be changed without authorization. Branches and representative offices shall use their full names when carrying out activities.

Article 13 The branches and representative offices to be established by the Society shall, after discussion and decision by the Council or the Standing Council, submit the following documents to the Provincial Association for Science and Technology for examination and approval, and apply to the registration authority of the Provincial Association for Science and Technology for registration.

(1) An application for establishing a branch or representative office;

(2) Minutes of meetings of the Council or the Standing Council;

(3) An application form for the registration of branches (representative offices) of social organizations;

(four) the property right or certificate of use of the residence;

(5) Other relevant documents.

Fourteenth branches and representative offices of the society do not have legal person status, and should carry out activities within the scope authorized by the society in accordance with the provisions of the articles of association of the society, and their legal responsibilities shall be borne by the society to which they belong. The person in charge of the branch is appointed by the Council or the Standing Council and submitted for approval according to the cadre management authority.

Article 15 If a provincial society changes the name, business scope, place and principal responsible person of its branch or representative office, it shall be reported to the provincial association for science and technology for examination and approval after the decision of the Council or the Standing Council, and shall go through the relevant change procedures at the provincial society registration authority within 30 days. If a provincial society intends to cancel its branch or representative office, it shall go through the cancellation formalities with the registration authority of the provincial society within 30 days from the date of examination and approval of the introspection society after the decision of the Council or the Standing Council. If the provincial society is cancelled, its branches and representative offices shall be cancelled at the same time.

Article 17 Under the leadership of the Council, the Institute Office shall formulate rules and regulations or management measures for the daily work, academic exchanges, commendation and awards, branches and assets of the Institute Secretariat. The Council of the Association is responsible for supervising the implementation.

Article 18 The Society shall report the time, place, main contents and expected number of participants of the activity to the Academic Department of the Provincial Association for Science and Technology within 15 days before the event is held in accordance with the provisions of the Preview System for Important Academic Activities of the Society of the Provincial Association for Science and Technology.

Article 19 The research institute shall submit annual inspection materials within the specified time every year, and all materials shall be truthfully and accurately filled in. After the annual inspection report is passed by the provincial association for science and technology, the annual inspection shall be carried out by the registration administration organ of the provincial association for science and technology.

Article 20 The office of the Society is responsible for collecting and submitting books, periodicals, papers on important academic activities and monographs of famous people of the Society. According to the requirements of "Collection System of Important Academic Documents of Heilongjiang Association for Science and Technology", relevant materials are submitted to the Provincial Association for Science and Technology in triplicate, two of which are collected by the Provincial Association for Science and Technology and one is sent to China Association for Science and Technology.

Article 21 If the academic activities organized by the Society involve state secrets and national security, it shall report to the Provincial Association for Science and Technology in advance and be held after the consent of the relevant departments. Foreign-related academic exchange activities organized by the Society shall be submitted to the Provincial Association for Science and Technology and relevant departments for examination and approval. To carry out academic exchange activities in cooperation with overseas organizations, we must strictly abide by the state's foreign affairs policies and confidentiality provisions.

Twenty-second important activities carried out by the society and the text, audio-visual images, pictures and other materials formed by it shall be sorted and filed, and the archives of the society shall be established. The archives of the institute shall be kept by designated personnel.

Twenty-third academic achievement awards held by the Society shall be approved by the Provincial Association for Science and Technology before implementation.

Twenty-fourth society should designate a person to be responsible for the work contact with the Provincial Association for Science and Technology, and the contact person of the society is entrusted by the Secretary General to handle daily affairs.

Article 25 Members shall pay membership fees. Membership fee standards and collection methods shall be discussed and decided by the board of directors, and reported to the provincial association for science and technology and the registration administration organ of the provincial association for science and technology for the record. Other members, such as student members, may reduce or waive their membership fees as appropriate.

Article 26 The activity funds of this firm are mainly used for business activities consistent with its purpose. The expenditure of the institute shall be strictly examined and approved by the director, secretary-general or financial director of the institute determined by the Council. The institute shall set up an independent bank account, and the seals, bills and financial vouchers shall be managed by special personnel and used legally.

Twenty-seventh according to the "Interim Measures for the Selection of Excellent Associations of Heilongjiang Science and Technology Association", the selection of excellent associations and outstanding cadres is organized every year.

Twenty-eighth society has one of the following acts, the provincial association for science and technology shall order it to rectify or replace the responsible person within a time limit, and deal with it according to the rectification situation:

(1) Illegal business activities;

(2) Activities beyond the business scope stipulated in the articles of association;

(3) Failing to accept the annual inspection for two consecutive years without special reasons;

(four) there are serious problems in the management and use of funds;

(5) setting up branches and representative offices without authorization, or neglecting the management of branches and representative offices, thus causing serious consequences.
