Bull was born in Northbay, ranking ninth among 10 brothers and sisters. At the age of 3, his mother died, and his father, a lawyer, ran away from home. He was raised by his aunt and uncle. At the age of 22, he obtained a doctorate from the University of Toronto with honors, becoming the youngest doctor in the history of the university.
