This paper analyzes the problems existing in landscape engineering supervision, such as insufficient attention paid by owners and construction units to the supervision work and low quality of supervisors, and puts forward corresponding countermeasures from aspects of paying attention to communication with owners, project site management and improving professional quality, so as to provide reference for promoting the development of landscape engineering supervision.

The basic duties of supervision are "three controls, three pipes and one coordination", namely: quality, progress and investment control; Occupational health and safety and environmental management, contract management and organization and coordination. However, there are also some problems in practice. The inadequate implementation of landscape engineering supervision system in China is mainly caused by insufficient attention of owners and constructors and low quality of employees. We should pay attention to improving the professional quality and project management level of employees in the industry to ensure the full play of the role of supervision. Here, the author tries to analyze and discuss this issue.
1 Problems and causes of landscape engineering supervision
1. 1 The owner pays insufficient attention to the supervision work.
In engineering construction, owners do not pay enough attention to supervision work, and supervision can't really play its role in many cases. Some owners think that the greening project is a small matter of planting a few trees and building a few pavilions, and there will be no major events that will kill people. Supervision is really unnecessary, the opinions of supervision are often noncommittal, and supervision is always thought of when problems arise. Landscape engineering can't be started at any time like architectural engineering. Although the anti-season planting technology is mature now, the survival rate of seedlings in non-planting season is still low and the cost is high. However, in order to achieve results and achievements, owners often do not consider choosing the right planting season.
1.2 The construction unit has not paid enough attention to the supervision work.
Some garden construction enterprises are small in scale, with low project investment and poor personnel quality, and the management personnel stationed at the site are inconsistent with the commitments in the bidding documents. The supervisor's proposal to change managers often goes unanswered. In this case, the supervisor can only issue supervision notice and supervision work contact list. Other construction units often realize that they must be signed and approved by the supervisor when applying for the project payment, and only the owner will obey their instructions during the construction process. Some owners give orders according to their own preferences, regardless of the consequences. When the leader of Party A stopped at the construction site, he pointed out: "Build a pavilion here and plant trees there", but the construction unit did everything, completely ignoring the original construction design drawings and the opinions of the supervisor.
1.3 The professional quality of supervision employees is low.
Different from architectural engineering, landscape engineering has shorter construction period, lower cost, fewer on-site supervisors and poor living and office conditions. In some construction sites, it is difficult to solve the accommodation problem of supervisors, so they have to eat and live in the construction unit, which has a certain negative impact on the normal supervision work. In order to win the bid, some supervision companies often depress the project quotation, vicious competition, reduced income and insufficient investment, which affects the improvement of the overall quality of the company's personnel. In order to reduce the operating cost of enterprises, some supervision companies have serious problems in hanging certificates (supervisors register their professional qualification certificates to the required units, which give them some remuneration, but I don't work in this unit, commonly known as hanging certificates) and hanging certificates (enterprises and individuals, hanging qualified enterprises, undertaking business, being affiliated to provide services in qualification, technology and management, and paying management fees by affiliated enterprises), which greatly depressed the wages of ordinary supervision personnel. Lower wages make the threshold of employees lower and lower, which eventually leads to the low overall quality of industry personnel.
2 countermeasures
2. 1 Pay attention to communication with the owner.
Whether supervisors can perform their duties normally and master the initiative in engineering supervision depends to a great extent on whether they gain the trust and support of the owners. If the owner can firmly support the supervision work, then the construction unit can't cheat the owner at will and dare not turn a deaf ear to the rectification measures put forward by the supervision. Therefore, the supervisor needs to pay attention to the communication with the owner, gain the trust and attention of the owner, and let the owner feel that he is really putting himself in the shoes and doing his best to safeguard the interests of the owner and make the project achieve the ideal effect. In order to do this, it is necessary for the supervisor to deeply understand the owner's needs and the design intention of the project, so as to put forward scientific and reasonable suggestions and take standardized measures to truly perform their duties, ensure the quality of the project and reduce unnecessary waste of resources [1].
2.2 Pay attention to the site management of the project
After the construction design drawings are determined, the quality and beautification effect of landscape engineering mainly depends on the construction situation on site. Therefore, supervisors must be on site and pay attention to the site management of the project. In management, we should earnestly take responsibility, adhere to the supervision procedures, strictly follow the requirements of relevant specifications for engineering construction, and do a good job in quality control of all kinds of seedling materials entering the site to ensure the construction quality meets the requirements [2-3].
2.3 Pay attention to improving their professional quality.
The continuous development of supervision industry also puts forward higher requirements for the professional quality of employees. Managers must pay attention to their own learning and improvement to meet the needs of work [4]. Not only should you be familiar with relevant laws and regulations and professional and technical knowledge, but you should also have good professional ethics and certain artistic accomplishment. Familiarity with laws and regulations can provide evidence for work. Only with solid professional knowledge can we win the conviction of the owners and construction units and put forward scientific and reasonable suggestions. Good professional ethics can ensure that employees will not sign the construction unit at will for personal gain. With a certain artistic accomplishment, you can have mountains and valleys in your chest.
