1May, 949, went south to Shanghai with the People's Liberation Army. On May 30th, he was appointed as the takeover commissioner of Miaoyi District and director of the district takeover committee by the Shanghai Military Management Committee of China People's Liberation Army. In June, after the establishment of Miao Yi District Party Committee and District People's Government, he served as the secretary of the district party Committee and district head. In the early days of liberation, the working people were unemployed and the market price was unstable. 1950, Ma Jian took the lead in organizing and establishing the Miaoyi District Working Citizen Cooperative at No.644 Fangbang Middle Road, dealing in daily necessities such as grain and oil, briquettes, local products from north and south, soap and towels. The funds will be raised by members and will be distributed at the end of the year. Members can enjoy preferential treatment when shopping with cards. 1in the spring of 950, Shanghai was attacked by air. Ma Jian led cadres to rescue the injured in Shiliupu, the hardest hit area, and organized air defense, public security and emergency repair in time. The spirit of working day and night moved the masses.
Ma Jian's life style is hard and simple, and he is strict with himself. His family lives in the dilapidated Guandi Temple on Fuxing East Road. Ma Jian declined the organizational proposal to bring his son from Shandong at public expense. Later, his son came all the way to Shanghai to visit relatives without using any public funds.
1956 Ma Jian was transferred to the post of Deputy Secretary of the Supervision Committee of Shanghai Municipal Committee. Persecuted in the "Cultural Revolution" and rehabilitated after the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China.
