On July 3 1, a joint field trip meeting of Guilin Municipal Government, Guilin University of Electronic Technology and Linsen Real Estate Development Company was held in the west campus of our school. Deputy Secretary-General Lu of Guilin Municipal Government, Chairman Zou of Linsen Company, President Tan Yonghong of our school and heads of relevant departments of the three parties attended the meeting. The meeting mainly discussed the construction of Linsen Company in the west campus of our school in order to solve it properly.

On behalf of the school, President Tan Yonghong showed our solemn attitude and position on this state of affairs:

1. The land between the south side of the teaching building in the west area of our school and Liuhe Road, that is, the plot No.20 referred to by the Guilin Electronic Information City Construction Command, belongs to our school. Usually it is the place where our students study in the morning. There are trees here, including precious trees, which has been planted for more than 50 years since the school was founded. It is a place that former alumni miss and yearn for and should be properly protected.

Secondly, in 2002, in order to support the construction of Guilin Electronic Information City, the school agreed to replace the 300 mu of land between our west campus and Guilin as a whole, but later, our west campus no longer planned to build an electronic information city, so land replacement was no longer implemented. Due to the termination of the construction plan of electronic information city in the west campus of our hospital, the overall replacement of the west campus will also be terminated. Therefore, the premise of land allocation on the 20th no longer exists.

Thirdly, the former electronic information city construction headquarters never negotiated with our school through formal channels and did not get the consent of our school. This is a unilateral decision.

Fourthly, due to the need of widening Liuhe Road, the compensation agreement signed between our school and Guilin Linsen Real Estate Development Co., Ltd. on the demolition of the facade of the original school building in the west campus does not include the compensation for this plot. Linsen Company obtained land allocation from Guilin Land and Resources Bureau by pretending to be a land compensation agreement, which is a deceptive act. Therefore, the land allocation decision made by Guilin Bureau of Land and Resources is invalid and should be revoked according to law.

Fifthly, if the plot is used for commercial housing development, it will definitely have a serious impact on the normal teaching activities of our school, destroy the good learning environment and cause a huge rebound of teachers and students. If it is not properly solved, it will inevitably lead to campus security and stability problems.

President Tan further pointed out that school land belongs to educational land, which is problematic as real estate development. I hope that the municipal government can attach importance to the opinions of the school, give consideration to the interests of teachers and students, and properly handle them, and order Guilin Linsen Real Estate Development Co., Ltd. to immediately stop real estate development in the west campus of our school, dismantle the built fence, restore the original school environment of our school, and compensate for the losses caused thereby. She, director of the comprehensive management office of our school, deputy director of the school office, Sun, director of the infrastructure department, and Jiang Ye, director of the security department, respectively expressed the attitude and position of the school.

The chairman of Linsen Company presented the land allocation decision at the meeting, and the holder of the Municipal Bureau of Land and Resources presented the demolition compensation agreement submitted by Linsen Company. The director and President Tan immediately pointed out that the agreement was only signed by the school to cooperate with the widening project of Liuhe Road in the city. The compensation agreement signed by the two parties at that time on the demolition of the west campus frontage did not include the compensation for No.20 land. If we take this as our school's agreement to use land No.20 as real estate development land, it is cheating.

Deputy Secretary-General Lu said that we must reflect our opinions to the party and government leaders in Guilin as soon as possible and strive to properly handle this matter.

According to the instructions of Wu Heng, Vice Chairman of the Autonomous Region Government, the Department of Land and Resources and the Department of Education are required to send a working group to coordinate with relevant departments in Guilin to deal with the development of plot 20 in the west campus of our school. On behalf of the school, Vice President Xiao Yuefeng thanked the leaders at all levels in the autonomous region, Guilin City and Qixing District for their concern and support for the development of our school, and expressed the basic consensus of the new leaders of the school on the development of No.20 land in the west campus. Based on the principles of seeking truth from facts, respecting history, respecting the law, taking the overall situation into account and properly solving it, the office finally reached the coordination intention of solving the development problem of No.20 land by land replacement scheme after multi-party coordination, joint discussion and repeated consultation, and frankly exchanged views on further coordination related follow-up matters. On behalf of Guilin Municipal Government, Deputy Secretary-General Zhang Xiaowu thanked our school for its strong support to Guilin's urban planning. The leaders of the Municipal Construction Planning Commission, the Municipal Bureau of Land and Resources, the Qixing District High-tech Construction Planning Bureau and other relevant units also expressed their support for the work related to the replacement of No.20 land.

Subsequently, Vice President Xiao accompanied the leaders to the West Campus to inspect the basic situation of the proposed replacement site.
