The newly established National Health and Wellness Committee will include the tobacco control responsibilities of the former Health Planning Commission, the Office of the Medical Reform Group, the Office of the Committee on Aging, the Ministry of Industry and Information Technology, and the occupational safety and health responsibilities of the Work Safety Supervision Bureau.
2. The Ministry system can clarify the main body of responsibility, reduce the internal friction and resistance of medical reform, and coordinate more smoothly.

The new "Health Committee" has the characteristics of integrating functions, streamlining institutions, unifying powers and responsibilities, strengthening overall planning, reducing disputes and improving efficiency. Generally speaking, it has the characteristics of "unity", "combination", "clarity", "strength" and "simplicity" in institutions and responsibilities.
4. Changing "Health Planning Commission" into "Health and Wellness Commission" embodies that "health runs through all policies and health is integrated into all strategies", which is conducive to putting prevention first and promoting the construction of "healthy China".
The full name of the Health Planning Commission is the National Health and Family Planning Commission of the People's Republic of China. On March 20 18, according to the plan put forward by the National People's Congress, the responsibilities of the National Health and Family Planning Commission were integrated, and the National Health and Wellness Commission (PRC) of People's Republic of China (PRC) was established. Therefore, there is no difference between the two. The National Health and Wellness Committee implements the principles, policies and decision-making arrangements of the CPC Central Committee on health and wellness work, and adheres to and strengthens the centralized and unified leadership of the Party on health and wellness work in the process of performing its duties. The National Health and Wellness Committee is responsible for formulating policies and measures to deal with the aging of the population and the combination of medical care and nursing, comprehensively coordinating, supervising and guiding, organizing and promoting the development of the cause of aging, and undertaking the health work for the elderly such as prevention and treatment of senile diseases, medical care for the elderly, mental health and nursing services for the elderly. The National Health and Wellness Commission is responsible for carrying out population monitoring and early warning, formulating fertility policies, studying and proposing policy suggestions on the quantity, quality, structure and distribution of population related to fertility, promoting the convergence of fertility policies with relevant economic and social policies, participating in the formulation of population development plans and policies, and implementing relevant tasks in the national population development plan.
Legal basis: Article 6 of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases. The health administrative department of the State Council is in charge of the prevention and control of infectious diseases and its supervision and management. The health administrative departments of local people's governments at or above the county level shall be responsible for the prevention and control of infectious diseases and their supervision and management within their respective administrative areas. Other departments of the people's governments at or above the county level shall be responsible for the prevention and control of infectious diseases within their respective functions and duties. The prevention and control of infectious diseases in the army shall be handled in accordance with this Law and the relevant provisions of the state, and shall be supervised and managed by the competent health department of the People's Liberation Army of China.
"People's Republic of China (PRC) Mental Health Law" Article 7 People's governments at or above the county level shall lead mental health work, incorporate it into the national economic and social development plan, establish and improve the service system for prevention, treatment and rehabilitation of mental disorders, establish and improve the coordination mechanism and work responsibility system for mental health work, and assess and supervise the mental health work undertaken by relevant departments. Township people's governments and sub-district offices shall, according to the actual situation in the region, organize the work of preventing mental disorders and promoting the rehabilitation of patients with mental disorders.
