Hengyang Southwest Cloud Metropolitan Circle, also known as Hengyang Southwest Cloud Economic Circle, is a metropolitan circle with Hengyang, the central city of Hunan Province, as the core, Xidaokou, Hengyang County, Nanyue District, a tourist resort, and Hengnan County as the sub-center. The southwest cloud metropolitan area of Hengyang covers an area of 235 1 km2 and has a population of 3.96 million. Hengxi Expressway, Nanyue Expressway, Hengyun Expressway and Hengda Expressway quickly connect Hengyang central city with four sub-central cities.

Zhang, member of the Standing Committee of Hunan Provincial Party Committee and secretary of Hengyang Municipal Party Committee, put forward the strategic conception of Hengyang's economic development and urban construction planning at the economic work conference of Hengyang Municipal Party Committee on February 5, 2009. It refers to the metropolitan area with Hengyang central city as the core and Xi Du (Hengyang County), Nanyue District (tourist resort), Ji Yun (Hengnan County) and Tai Po (industrial town) as satellite cities.

Xi Du, Nanyue, Ji Yun and Tai Po, with the central city of Hengyang as the core, half-hour commuting as the radius and marketization as the link, are the areas of coordinated economic development. It is the core area of Hengyang's new industrialization and urbanization, and has been included in the "Twelfth Five-Year Plan" of Hunan urban agglomeration.

With the completion of Hengda Expressway, Hengyun trunk line (Hengyang to Ji Yun), Nanyue Expressway (Hengyang to Nanyue) and the western section of Chuanshan Avenue, the cloud metropolitan area in the southwest of Hengyang has begun to take shape.

In terms of industrial layout, the planning department of Hengyang compiled the Planning of Dayun Metropolitan Area in Southwest Hengyang. South Guangdong is dominated by tourism, Xi Du by consumption and supply, Tai Po by industry, and gathering by logistics to develop related industries.
