In China, the cross-subsidy system of "enterprises supplement residents and cities supplement rural areas" has been implemented for a long time, so industrial and commercial users generally reflect that "the electricity price is higher and the burden is heavier". From the composition of electricity price, in addition to the "ex-factory price" of power generation enterprises and the "transmission and distribution price" charged by the power grid, it also includes major water conservancy project construction funds, reservoir resettlement support funds, renewable energy electricity price surcharges and so on.

According to the data released by the National Development and Reform Commission, in order to reduce the energy cost of enterprises, in 20 17, China cancelled the surcharge of urban public utilities by 35.3 billion yuan. At the same time, vigorously promote the supervision and examination of transmission and distribution costs, complete the reform of transmission and distribution prices in 32 provincial power grids, and reduce the power grid cost by 14.5%. After the reform, the transmission and distribution price is nearly 1 cent lower than the current purchase and sale price difference per kwh.

"The focus of the new round of power system reform is to build a unified, open and competitive power market system, and State Grid is duty-bound." Wang Yanfang, a full-time spokesperson of State Grid Corporation of China, said, "While giving profits to enterprises and realizing the optimal allocation of resources in the whole society, we are also encouraged to further optimize investment and improve our own efficiency and management level." For enterprises, this means that after paying a fixed "network fee", they can freely choose power plants and buy electricity directly.

Up to now, 27 provincial-level power trading centers have been established within the business scope of State Grid, and two-level trading platforms have been opened regularly, and the trading varieties have been continuously innovated. In 20 17, the electricity traded in the market was 1.2 trillion kwh, up 49.6% year-on-year, accounting for 3 1.2% of the total electricity sales.
