The problem you mentioned does exist. Some enterprises do practise fraud in order to obtain state funds, but they should be discussed in different situations. Some bottom lines can't be touched, and some places can be changed as required. It depends on the experience of the project personnel. Personally, I feel that the financial data of an enterprise cannot be changed. Do not meet the requirements, shall not be reported. If you change the data and it is later discovered, you must be responsible. However, some things, such as enterprises have not established R&D institutions and R&D systems, but have done some research and development. In this case, you can invent the establishment documents of R&D institutions and R&D systems yourself.

The project application business has just started, and the industry is still in chaos, but I think this business still has room for development. As long as we stick to our principles and resolutely do nothing illegal, there will be no risk.
