Some take improper means to find jobs for others and improve their rank and salary. For example, Li Shengfa, the former member of the Party Group and deputy director of the Gansu Provincial Department of Industry and Information Technology, used his power to seek personnel benefits for others and accept money, instructing others to forge files and say hello everywhere, making unemployed people cadres of state organs, seriously undermining the party's system of selecting and employing people.
