Before 1946, the head of the Soviet government was the chairman of the Soviet People's Committee. 1946 the Soviet people's Committee was renamed the Council of ministers, and the chairman of the Council of ministers became the head of the Soviet government. 1990 12. the fourth people's congress of the Soviet union revised the constitution again, changing the Soviet Council of ministers into the Soviet cabinet, and Valentin Pavlov was elected as the prime minister of the Soviet cabinet. The head of government became the prime minister.
