Note *: In principle, the administrative level has nothing to do with the position within the Party, but if a local official is also a member of the Standing Committee of the Party Committee at the next higher level, the level shall be calculated at the next higher level.

Note: Cadres at all levels in institutions of higher learning, scientific research institutes, hospitals and other institutions are treated as government cadres at all levels, but there is no administrative level, which does not belong to the establishment of civil servants.

The inventory level is a staffing level, not a formal administrative level.

If government cadres at all levels are members of the Standing Committee of the Party Committee at the next higher level, the administrative level will be upgraded by one level.
