The National Rural Revitalization Bureau is the deputy ministerial level. The Leading Group for Poverty Alleviation and Development of the State Council is the deliberation and coordination body of the State Council, which was established in May 1986. The the State Council Poverty Alleviation Office is an office under the Leading Group to undertake daily work. Accordingly, provincial, municipal and county governments have also set up leading groups and poverty relief offices to take charge of local poverty alleviation and development work.

The National Rural Revitalization Bureau was reorganized from the State Council Poverty Alleviation Office as a whole, directly under the State Council. Judging from the information disclosed at present, the staffing, internal organs and administrative relations of the new institution are basically the same as those of the State Council Poverty Alleviation Office. The National Rural Revitalization Bureau will become the national bureau managed by the Ministry of Agriculture and Rural Affairs, with the same administrative level and the deputy ministerial level.
