Cha Zhongwang said that Dali has a long history, splendid culture, beautiful scenery and rich folk customs, and is known as "a famous literary country", "an ancient capital at the crossroads of Asian culture" and "a model of harmony and prosperity between diversity and nature". As the only Bai Autonomous Prefecture in China, maintaining the political and social stability of the whole mainland is of great significance to the development of Dali itself and even Yunnan. Dali Prefecture government regards building a safe Dali and building a harmonious white state as one of its important strategies.
Cha Zhongwang believes that it is very important to handle the relationship between reform, development and stability in the process of building a peaceful Dali and a harmonious Baizhou. We should not emphasize one aspect, but pay attention to harmonious development. Therefore, Quanzhou's political and legal system will mainly focus on five systems:
First, focus on the construction of policies and regulations system, in addition to strictly implementing existing laws and regulations, clean up and adjust some existing inappropriate laws and regulations, and start with local normative documents;
Second, strive to build a large mediation system. First of all, party committees, organs and organizations at all levels should give priority to mediation, and party committees and governments at all levels should earnestly increase their leadership over mediation. Last year, the province mediated 520,000 disputes, of which more than 65,438,000 were tried by the courts. Nearly 40,000 cases were successfully mediated in Dali, and less than 1 10,000 cases were tried by the court system. The mediation work is fruitful;
Third, strive to build a law enforcement supervision system. 1) intensify information work, promote "sunshine justice", and require all cases to be made public except those that cannot be made public by law. 2) Strengthen the supervision of major cases. 3) Implement a case evaluation system and organize a judicial team so that everyone can summarize and comment on the trial of each case. 4) Clean up and handle cases involving law and litigation. 5) Seriously receive and handle all letters and visits.
Fourth, strive to build a big security system. At present, the material guarantee of political and legal systems at all levels is sufficient, and the party committees and governments at all levels need more adequate support in terms of talent guarantee and coordination in all aspects;
Fifth, strive to build an evaluation system. How to determine the indicators of the political and legal system and whether "belated justice" is fair requires everyone to improve the efficiency of handling cases as much as possible on the premise of law, justice and law enforcement.
Cha Zhongwang said that the future goal of Dali's political and legal work is to win the title of "National Excellent City for Comprehensive Management of Social Security" for three consecutive years and strive for the "Chang 'an Cup".
