These friends bought some medical supplies, mainly masks, in Los Angeles and the eastern United States, and wanted to donate them to China. At this time, I felt something was wrong and began to make preparations consciously.
Since the 22nd, I have established six WeChat groups, which are connected to a designated county hospital in Australia, New Zealand, the United States, the United Arab Emirates, the United Kingdom and Hubei Province. Most district and county hospitals are doctors and nurses in local hospitals, and they all provide first-line real information.
Briefly introduce my background. I have more than 20 years of experience in international business and international operation. First I worked in China Shipping Group, then I worked in Shanghai Bell Group for 8 years, then I worked as the overseas sales director of Geely Automobile and the overseas department director of SAIC Chase on 20 12, so I made many overseas friends and accumulated a lot of overseas resources.
The first step is to mobilize all relevant friends, including chambers of commerce and trade associations (in the host country of China). Because I can provide the most accurate first-hand information, and I am a doctor from a county, these overseas friends trust me and ask me where I need medical supplies.
They proposed to donate as much as possible. In this case, I often send them screenshots of the names and addresses of specific doctors in specific hospitals, so that they can judge the true situation of the news. So I was recommended by many foreign friends, and many people came to me to ask about the domestic situation and specific needs.
We also took some detours. I didn't know about international donations at first, so some of them rushed in. 65438123, COVID-19 prevention and control headquarters issued the No.4 notice, and the second paragraph of Article 2 wrote, "No materials and overseas donations unrelated to epidemic prevention and control will be accepted for the time being."
Prior to this, these overseas donated materials were basically missing two things when they were shipped to China. First, local people are only responsible for donating money and materials, or donating money before purchasing, but often ignore the cost of air logistics.
Second, no matter the chamber of commerce in charge of purchasing, overseas Chinese or international students, they don't know which materials are medical and which are industrial, and they don't know which materials have what level of protection, such as different levels of isolation and infection. So all these materials are mixed together.
At this time, I happened to contact my friend Gao, a 92-level virus major at Wuhan University. Through him, I met his classmate Peng Ying, an American donor. I communicated with them, compared the information from other channels, and found that the standard of masks was different, so I handled some things urgently.
There are many problems encountered. Generally speaking, the normal freight channel flow includes: First, the collection standards are inconsistent. Second, if bulk goods are shipped to China, there must be an export company. Third, the cost of aviation logistics is not included in the cost, and everyone wants to maximize the procurement of materials. Fourth, conventional import routes need customs clearance companies. Fifth, the donated materials may also need a medical device license issued by the Food and Drug Administration. Sixth, after entering China Customs, customs duties and taxes need to be settled. Seventh, what about the transportation of materials to China? After Wuhan was closed, transport vehicles could not get in at all. Eighth, drivers must be isolated when entering and leaving Wuhan.
Among them, due to the different commodity categories and standards in different countries, some national standards are not widely known to Chinese people. It is difficult to guarantee the safe medical level of 100% when these materials with different standards are sent to hospitals, which is the biggest problem encountered by international donations.
Another channel is human flesh with goods. After discovering so many problems on the 22nd, the 23rd decided to take the "human flesh with goods" channel, otherwise any link in the formal channel would be stuck, and it would be over.
The channel of human flesh carrying goods needs rich experience. For example, a chamber of commerce completes the collection of goods, the donor completes the donation, and the purchaser completes the purchase and gives it to the designated person. However, this person may be a little blind. How to transport these materials back to China, the rest of the responsibility is his. What should we do?
I suggest that we organize several international students to transport the materials to the airport by van. At the same time, we tried to contact China Eastern Airlines, hoping that they could release the materials. Perceptual knowledge, rational action, they finally agreed.
The second action is to find people who took China Eastern Airlines to China, mostly from China, tell them what happened in China and show them the materials. Every box is not heavy. We took down all the small packages and put them in a big carton with the donation address on it. I urge them to consign the goods in their own name and negotiate with China Eastern Airlines for free.
I have been a passenger, and I have also been a Eastern Airlines. I took home 60,000 masks at a time through the human flesh delivery channel and subcontracted dozens of boxes, of which 20,000 masks were raised by me.
After these 60,000 masks arrived in Shanghai, they suddenly encountered the Chang 'e IV incident. This means that materials not donated through formal channels are not allowed to enter. But it must be done again. What should I do? Only through the international import and export of goods.
I immediately said in the (WeChat) group that I will pay all the money I need, as long as you pay.
They said, I agree, I believe you.
I said, I'll get the money back right away. Now it's all online banking, and the operation is very convenient.

After this pass, I still can't let it out. Why? This is the first batch of goods collected, exported, airlifted and cleared in batches from Australia through unofficial donation channels. Even if there is a donation certificate from the charity Federation, a medical device license (for protective clothing only) issued by the Food and Drug Administration is required. However, this batch of materials in Australia has not yet been certified. According to the regulations, this can't be cleared.
When the goods were boarded in Australia, they were shipped in two times because the free cargo space could not be used too much. The first batch of materials (masks) is nearly 2.89 tons, and the remaining 3 tons of materials (protective clothing) are waiting for the next flight.
To tell the truth, the first flight was basically a tough battle. Finally, the Hubei Charity Federation sent a document saying that it accepted the donation. These materials were donated to Wuhan Hospital, but the handover point was not in Wuhan Hubei Charity Federation, but in Shanghai.
The first batch of materials finally arrived. I wanted to send the second batch of materials in the early morning of the next day, but they were not delivered from 5 am to 5: 30 pm the next day. What is the reason? We are willing to pay taxes, find a company to clear customs and find an importer, but the customs said that we need a medical device license because of protective clothing, otherwise they have no right to release it.
We tried many methods, including preparing all the documents and applying to the US Food and Drug Administration in Shanghai, but we didn't get a reply from the US Food and Drug Administration in Shanghai. After this road is blocked, I'll go to the customs. I said, your first concern is tax, and preventing tax evasion is a matter of principle; The second is the quality of materials to prevent secondary injuries to medical staff.
He also said that I would guarantee the tax, and according to your request, I would first call the money as collateral or deposit. Regarding the quality of goods, please ask the Shanghai medical team to make an evaluation first, and ask the dean of Zhongnan Hospital of Wuhan University to write a written commitment. According to the Customs, Hubei Charity Federation or Red Cross Society is needed to issue a similar commitment certificate, and there is no other channel.
I was able to promote these overseas donations because I promised them that I would pay attention to this matter from beginning to end to ensure that these donated materials would not be intercepted and sent directly to the hospital. They gave me full authority, because with this background, I had to find a way to clear customs.
Looking around, I found a classmate of the Central Youth Class, who is also from Wuhan, Hubei. Through him, I asked the chairman of the Hubei Provincial Committee of the Revolutionary Committee to coordinate with the Hubei Charity Federation. At the same time, I prepared all the documents and materials, and the Hubei Charity Federation issued a general text to Shanghai Customs accordingly.
The so-called general text is probably written like this: "Shanghai Customs: I received a batch of materials from abroad and entered the customs through you" ... but it did not say where the materials came from; How many tons, how many cubic meters; And what material it is.
The goods finally passed the customs inspection.
From 5 am to 5 am the next day, 24 hours passed, and the materials didn't come out until noon the next day. The main problem is not here. The main problem is that SAIC actively fights the epidemic and deploys Huayu Tiandi Logistics to Wuhan.

I asked for help in the WeChat group of Shanghai medical team doctors for remote diagnosis. The diagnosis was keratitis caused by bacterial infection. I hurried to see the doctor to buy medicine. The next day, my symptoms improved. It doesn't hurt, but it's a little red. This is a kind of mutual help.
I was going to spend my holiday with my family, but my wife took the children to play. It is easy for my son. Buy him a Lego toy. It takes him two hours at a time. After building one, I will give him another one, and he will continue to build while I work hard.
