After the Southern Anhui Incident (194 1 1.20), the headquarters of the New Fourth Army was reorganized, and Shenghua was incorporated into the First Brigade of the First Division of the New Fourth Army (commander Su Yu, brigade commander and political commissar Ye Fei), which was also the third division of the Soviet area.
