National Development and Reform Commission of the People's Republic of China. It is the functional organization of the State Council. The predecessor of the National Development and Reform Commission is the State Planning Commission and the State Development Planning Commission.
According to the institutional reform plan of the State Council approved by the first session of the 11th National People's Congress and the Notice of the State Council on the Establishment of Institutions (Guo Fa [2008]11No.), the National Development and Reform Commission is established as a department of the State Council.

The predecessor of the National Development and Reform Commission can be traced back to the "State Planning Commission" established in 1952. The former "State Planning Commission" was responsible for the comprehensive economic management of China government for a long time.
However, with the gradual transformation of China from a planned economy system to a socialist market economy system, the functions of the State Planning Commission are constantly changing.
At present, according to the division of responsibilities, the National Development and Reform Commission has 28 functional institutions: the General Office of the National Development and Reform Commission of the People's Republic of China is responsible for the daily operation of the organs such as messages, meetings, confidential documents and archives.
