Deng Zhonghan, 1968, was born in Nanjing, Jiangsu Province on September 5th. He is an academician of China Academy of Engineering, a member of the 13th CPPCC National Committee, director of Starlight China Core Engineering, director of the State Key Laboratory of Digital Multimedia Chip Technology, and an expert in microelectronics and large-scale integrated circuit design technology.

19991June14th, Deng Zhonghan Zhongxing Microelectronics Co., Ltd. opened in an enterprise warehouse in Zhongguancun, Beijing. The Beijing Municipal Government actively supported Deng Zhonghan's "Starlight China Core Project", which gave a green light to the establishment, registration, filming and recruitment of the project. Zhongxing Micro also received the first batch of seed money from the Electronic Development Fund of the Ministry of Information Industry, and the later venture capital was raised by the enterprise itself, thus becoming a local enterprise in China founded by the "Silicon Valley Mechanism".

The core teams of Zhongxing Micro are all typical "returnees": Chairman Deng Zhonghan, Chief Technology Officer Yang Xiaodong, Vice Presidents Zhang Hui and Jin Zhaowei, two Berkeley doctors and one Stanford doctor, all of whom have worked in international companies such as IBM, Hewlett-Packard and Dell Laboratories. However, the development of zhongxingwei is not smooth. At the beginning of the company's development, when the funds ran out, they signed a personal mortgage loan contract with the bank with personal deposits, real estate and stocks, and obtained a loan of 3 million US dollars, which withstood severe challenges. 1999, when zhongxingwei was founded, China sold 4.9 million branded computers, but its "heart" was not "made in China".
