A legal bill refers to a bill on the enactment, amendment or repeal of a law submitted to the legislature by an organ or individual who has the right to submit a bill according to law. According to the provisions of the Legislative Law, when introducing a legal case, the text of the draft law and its explanation should be presented at the same time, and the necessary information should be provided. Among them, the text of the draft law is the most important content in the legal case, which embodies the legislative purpose, guiding ideology, principles and legal norms to be established in the form of provisions. Drafting a draft law is the basic link of legislative work.
Releasing the draft law to the public for comments is another important way to promote legislative democracy. For some important legal cases, especially those closely related to the vital interests of the people, in addition to soliciting opinions through the above methods, the draft law is also announced to the public to listen to opinions from all sides. Practice has proved that this is an effective and good method. Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, the National People's Congress Standing Committee (NPCSC) has published more than ten draft laws to the public, such as the draft amendment to the Constitution, the draft general principles of the civil law, the draft organic law of villagers' committees, and the draft amendment to the marriage law, soliciting opinions from all sides, and achieved good results.
