20 14 What are the important amendments to the Administrative Procedure Law?
1. Article 1 is amended as: "In order to ensure that the people's courts hear administrative cases fairly and promptly, resolve administrative disputes, protect the legitimate rights and interests of citizens, legal persons and other organizations, and supervise the administrative organs to exercise their functions and powers according to law, this Law is formulated in accordance with the Constitution."

2. One paragraph is added to Article 2 as the second paragraph: "The administrative organs mentioned in the preceding paragraph include organizations authorized by laws and regulations to carry out administrative acts."

One article is added as Article 3: "The people's courts shall guarantee the rights of citizens, legal persons and other organizations to prosecute and accept administrative cases that should be accepted according to law.

"Administrative organs and their staff shall not interfere with or obstruct the people's courts in accepting administrative cases.

4. Article 11 is renumbered as Article 12, and the first paragraph is amended as: "The people's court accepts the following lawsuits filed by citizens, legal persons or other organizations:

"(a) refuses to accept the administrative punishment such as administrative detention, temporary suspension or revocation of permits and licenses, order to stop production and business, confiscation of illegal income, confiscation of illegal property, fines, warnings, etc. ;

"(2) refusing to accept administrative compulsory measures and administrative enforcement such as restricting personal freedom or sealing up, distraining or freezing property;

"(three) the administrative organ refuses or refuses to reply to the application for administrative license, or refuses to accept other administrative licensing decisions made by the administrative organ;

"(4) Refusing to accept the decision of the administrative organ to confirm the ownership or use right of natural resources such as land, mineral deposits, water, forests, mountains, grasslands, wasteland, beaches and sea areas;

"(five) refuses to accept the decision of expropriation, requisition and compensation;
