The appeasement office was adapted from various war zones during the War of Resistance against Japanese Aggression period. All-out civil war broke out, leaving only 1, second,1,12 war zones, which were later reorganized into Xi 'an appeasement office, Taiyuan appeasement office, Baoding appeasement office and Bird appeasement office respectively.
The appeasement office is led by the "director of appeasement", and its functions and powers are often intertwined with those of the provincial government. In the 29th year of the Republic of China (A.D. 1940), on March 13th, the Executive Yuan and the Military Commission promulgated the following principles to adjust the division of functions and powers between the provincial government and the appeasement office:
First, everything that belongs to military or appeasement, such as "suppressing bandits", self-defense, building fortifications and the deployment, training and use of territorial land and water police and security forces, as well as local self-defense forces; Will be handled by the appeasement office;
Second, general affairs other than military or appeasement, such as organizing people's training, auditing accounts, arranging exile, and relieving refugees, are still sponsored by the provincial government;
Three, local George personnel at all levels, security forces, land and water police, self-defense organizations, their personnel management, assessment and pension, still by the provincial government in accordance with the example;
Four, the appeasement office based on military or appeasement emergencies direct command of provincial government organs (such as the Commissioner's office, county and city governments);
Five, the appeasement office for general administrative matters, that it is necessary to implement special treatment, should consult the provincial government;
Six, the appeasement office to deal with matters in charge, involving the General Administration or the provincial government to deal with matters in charge, involving the powers and responsibilities of appeasement, should be based on the nature of the incident, prior consultation or notice.
After War of Resistance against Japanese Aggression's victory, the Military Commission was abolished, but the Office of appeasement was still established and became a long-term local military organization. The appeasement offices in Xi 'an, Zhengzhou, Fuzhou and Chongqing have a large organization scale, which is slightly similar to that of Hangying and the "Military and Political Chief Office".
