Main functions:
The Hong Kong and Macao Affairs Office of the State Council is an office to assist Premier the State Council in handling Hong Kong and Macao affairs. Its main responsibilities are:
(a) to study all aspects of Hong Kong and Macao society;
(two) to coordinate the official exchanges between various departments and regions and the Hong Kong and Macao Special Administrative Regions;
(3) To be responsible for working contacts with the chief executives and governments of Hong Kong and Macao Special Administrative Regions;
(four) to promote and coordinate cooperation and exchanges between the mainland and Hong Kong and Macao in the fields of economy, science, education and culture;
(five) to be responsible for the approval and certification of mainland personnel going to Hong Kong and Macao on business;

Government of Hong Kong and Macao Special Administrative Regions:
In view of the fact that the Central People's Government has resumed the exercise of sovereignty over Hong Kong and Macao, in order to better implement the principles of "one country, two systems", "Hong Kong people ruling Hong Kong" and "Macao people ruling Macao" and a high degree of autonomy, as well as the Basic Law of the People's Republic of China (PRC) Special Administrative Region and the Basic Law of the Macao Special Administrative Region of the People's Republic of China (hereinafter referred to as the Basic Law), we support the administration of the SAR Government in accordance with the Basic Law. In order to ensure that the offices of the Central People's Government in Hong Kong and Macao perform their duties according to the authorization, the 24th executive meeting in the State Council decided to rename Xinhua News Agency Hong Kong Branch and Xinhua News Agency Macao Branch as the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region and the Liaison Office of the Central People's Government in the Macao Special Administrative Region as of June 6, 2000. Its duties are:
1. Contact the Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region, the Office of the Commissioner of the Ministry of Foreign Affairs in the Macao Special Administrative Region, the PLA Garrison in Hong Kong and the PLA Garrison in Macao.
Two, contact and assist the mainland authorities in the management of China institutions in Hong Kong and Macao.
3. Promote exchanges and cooperation between Hong Kong, Macao and the Mainland in the fields of economy, education, science, culture and sports. Contact people from all walks of life in Hong Kong and Macao to promote exchanges between the Mainland and Hong Kong and Macao. Reflect that views of Hong Kong and Macao resident on the mainland.
4. Handle Taiwan-related affairs.
5. To undertake other tasks assigned by the Central People's Government.
The liaison offices of the Central People's Government in Hong Kong and Macao Special Administrative Regions and their personnel will strictly abide by the Basic Law and local laws and perform their duties according to law. The government of the Special Administrative Region may contact the liaison office when dealing with matters related to its duties.
After the renaming of Xinhua News Agency Hong Kong Branch and Xinhua News Agency Macao Branch, the institutions of the Central People's Government in the Hong Kong Special Administrative Region are: the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region, the Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region, and the PLA Garrison in Hong Kong; The institutions of the Central People's Government in the Macao Special Administrative Region include the Liaison Office of the Central People's Government in the Macao Special Administrative Region, the Office of the Commissioner of the Ministry of Foreign Affairs in the Macao Special Administrative Region and the PLA Garrison in Macao. The government of the Special Administrative Region is requested to provide necessary working facilities and exemptions for the above-mentioned institutions to perform their duties. The news business undertaken by the former Xinhua News Agency Hong Kong Branch and Xinhua News Agency Macao Branch will be undertaken by Xinhua News Agency Hong Kong Branch and Xinhua News Agency Macao Branch respectively, and the SAR Government is requested to facilitate their registration and work.
