Long-term arrears in water charges will cause the impact of water cuts. Therefore, the water fee should be paid within 15 days from the date of receipt of the notice.
If it cannot be paid on time due to special reasons, it shall be explained to the water supply enterprise. The water supply enterprise sends a notice of payment to the defaulting user, and delivers it to the household after 15 days. If the defaulting user fails to pay the water fee without justifiable reasons, the water supply enterprise may first charge the defaulting user a late fee of 5‰ of the water fee payable on a daily basis, and stop the water supply to the defaulting user two months later.

1985, China promulgated the "Measures for the Administration of Approved Collection of Water Fees for Water Conservancy Projects", which made specific provisions on the collection purpose, principles of approved water fee standards, collection, use and management of water fees.
The Water Law also stipulates that water supplied by water supply projects shall be paid to water supply units in accordance with regulations. The purpose of collecting water charges is to make rational use of water resources, promote water conservation and ensure the necessary operation management, overhaul and renovation costs of water conservancy projects.
Long-term water supply and demand plans for the whole country and regions across provinces, autonomous regions and municipalities directly under the Central Government shall be formulated by the water administrative department of the State Council jointly with relevant departments and submitted to the planning department of the State Council for examination and approval.
The local long-term water supply and demand plan shall be compiled by the water administrative department of the local people's government at or above the county level in conjunction with relevant departments according to the long-term water supply and demand plan of the people's government at the next higher level and the actual situation in the region, and submitted to the planning department of the people's government at the same level for approval.
