This choice is not very solid. The duties of the three referees overlap. If you have more experience, the choice can be more stereoscopic. However, one of the most basic principles of finding a reference can't be changed: make sure that the beginning of the recommendation letter shows that you are familiar with the reference person enough and ask him to write you a reliable recommendation letter. The recommendation letter should also be based on professional content, consistent with your PS and not contradictory.
