In the flood season, geological disasters in our province have entered a period of high incidence. In order to improve the emergency response capability of geological disasters, the ministries and agencies decided that the competent departments of land and resources at the provincial, city and county levels should jointly carry out actual combat drills for emergency investigation of geological disasters, and it is planned to invite relevant personnel from the Provincial Meteorological Bureau to participate. The following exercise plan is specially formulated.

I. Purpose of this work

Exercise the geological disaster emergency investigation team, test emergency equipment and capabilities, improve technical response capabilities, and improve the level of geological disaster emergency response.

Second, exercise tasks

The main task is to simulate the emergency investigation of a single geological disaster, test the emergency response ability and emergency investigation ability of relevant departments and personnel to sudden geological disasters through drills, and test the technical support degree of the construction of geological disaster emergency technical platform and related emergency equipment in our province.

The specific tasks are:

(1) Emergency pull of geological disaster investigation department, emergency mapping department and meteorological information service department.

(2) Implement the emergency investigation on the geological disaster of the north abutment landslide (collapse) of Wohushan Reservoir in Zhonggong Town, Licheng District, Jinan City.

(3) Try out the system and equipment for the construction of early emergency technical platform for geological disasters.

(4) Video and audio remote consultation and command to simulate geological disasters.

(5) Prepare the technical report on emergency investigation of geological disasters, suggestions on emergency measures and the first draft of information release.

Three. Location, time and background of the exercise

Exercise location: North abutment of Wohushan Reservoir, Zhonggong Town, Licheng District, Jinan City.

Exercise time: 2065438+July 29th, 2003 13: 00- 18: 00.

Background of the drill: A group of surveyors in the disaster point group at the north abutment of Wohushan Reservoir discovered the danger of landslide. According to the preliminary investigation, there are 3 threatened families, 12 people, threatening the safety of the residents in the north abutment of Wohushan Reservoir and the downstream of the reservoir. Group monitoring and prevention personnel immediately report the disaster situation to the land and resources departments at all levels step by step, and directly report it to the emergency duty personnel of the Department of Land and Resources. The personnel on duty think that the danger is urgent and significant, and quickly prepare an emergency work plan and report it to the Emergency Management Office of the Department of Land and Resources in time. After receiving the report, the Provincial Department of Land and Resources launched the first-class geological disaster technical response, and immediately requested the Jinan Municipal Bureau of Land and Resources to carry out preliminary investigation and take emergency measures in advance.

Five, geological disaster emergency investigation system and equipment

Sixth, the content of the exercise.

(1) drill the emergency technical response procedure for geological disasters.

(2) Jointly carry out meteorological early warning and forecast of single-point geological disasters with meteorological departments.

(3) Conduct real-time consultation and command on emergency investigation of disaster points through video consultation system.

(4) Technical methods and contents of emergency investigation and monitoring of single geological disaster.

(5) Try out the technical methods and procedures for emergency investigation of single-point geological disasters by using satellite communication system, individual equipment, 3d scanner system and UAV aerial photography system.

(6) The preparation process and method of emergency investigation report, emergency response plan and information release.

(7) Video monitoring of geological disasters and real-time transmission of individual soldiers.

Seven, exercise organization and personnel

1. Emergency investigation headquarters

Zhang Yongwei carries walkie-talkies, satellite phones, automatic monitoring 1 set, and is responsible for disaster investigation; Liang Hao carries a camera, holds a GPS, and fills out a disaster investigation form; Wang Qingbing carries satellite communication equipment and is responsible for dangerous situation investigation; And Meng carry hand-held GPS, and fill out the Survey Form of Danger at Disaster Points.

Specific division of labor: Jia Wei is responsible for the technical support of the rear experts' consultation, the meteorological early warning and forecast of geological disasters, and the report on the basic situation of disasters (in case of emergency); Zhang Shengtao is responsible for the connection and debugging between the provincial offices and the emergency hall of the main station; Zou Lianqing is responsible for the application of three-dimensional geological environment information system, the switching of audio and video system in emergency hall and the connection and debugging of emergency hall; Ren Cuiai is responsible for sorting out expert opinions; Sha Lingbao stays on duty for forecasting and is responsible for meteorological data transmission; Hu is responsible for map search and modification; Zheng Tingming is responsible for the smooth flow of network communication and the handling of emergencies; Wang, Zhang Ye and Liu Yang are responsible for the connection debugging and switching of satellite communication vehicles; Cao Chunshan is in charge of driving the satellite communication vehicle.

Eight, exercise procedures

This drill is divided into four stages:

(1) Emergency investigation start-up stage (13: 00— 14: 00): The team surveyors report the disaster situation, and the provincial offices start the first-level technical response, prepare the emergency investigation plan, and set up an emergency investigation team to prepare for departure.

(2) Emergency investigation stage (14: 00— 16: 25): Each team arrived at the designated place and started the investigation in groups.

(3) Emergency consultation stage (16: 25 ——16: 50): Experts from both sides conduct emergency consultation to form an emergency investigation report, emergency measures suggestions and the first draft of information release.

(4) Emergency end stage (16: 50 ——17:18): The drill is announced and the commander will make comments.

Ten, emergency investigation drill preparation

The main contents of the plan include the drill purpose, drill task, drill place, time and background, participating units, geological disaster emergency investigation system equipment, drill content, drill organization and personnel, drill procedures, expected results, emergency investigation drill preparation, etc.

Attachments include emergency drill script, emergency investigation plan, start-up report of emergency technical response to geological disasters, release information of geological disasters and dangerous situations, outline of drill summary report and other drill-related contents.

2. Information preparation

Land Surveying and Mapping Institute provides topographic map of disaster point 1: 1 10,000. Jinan Station is responsible for compiling1:50,000 geological map of disaster point, emergency investigation report and blank form of disaster point questionnaire. The monitoring and early warning room is ready to release information and blank forms of emergency measures and suggestions at any time. Blank form for emergency technical response start-up report prepared by emergency treatment room.

3. Equipment system preparation

Shandong Meteorological Bureau is preparing to relocate the weather station. Land Surveying and Mapping Institute prepares aerial drones. Jinan Municipal Bureau of Land and Resources prepares 4 warning signs. The monitoring and early warning room shall prepare satellite communication vehicles, 1 set of satellite communication soldiers, 2 sets of automatic monitoring soldiers, 1 set of satellite phones and 4 sets of walkie-talkies; The monitoring room is responsible for preparing three-dimensional geographic information system, geological disaster meteorological early warning and forecasting system, geological disaster video monitoring system, emergency hall, three-dimensional laser scanner, static GPS and handheld GPS 1. The emergency room is equipped with 1 camera, 1 handheld GPS, 1 satellite phone. The office prepares emergency vehicles.
