Efforts have been made to overcome the adverse effects of the financial crisis, and the work of attracting investment in the whole region has maintained a steady development trend and achieved new results. The work in the first half of this year is summarized as follows:

A brief review of the work in the first half of the year

Domestic capital: from June to June, our district reported 8 projects with domestic capital of over 50 million yuan, including 6 projects with domestic capital 1 100 million yuan. The reported contract investment was 654.38+0.26 billion yuan, and the actually completed investment was 650 million yuan, accounting for 92.9% of the annual task of 700 million yuan.

Foreign investment: from June to June, the actual foreign investment in our region was150,000 USD, accounting for 86.7% of the annual task of173,000 USD; Cash remittance was $450,000, accounting for 5.2% of the annual task of $8.65 million.

(II) Effect of "100-day investment promotion": Since the launch of the activity, 43 commandos from 13 professional investment promotion teams in the whole region, 1200, went deep into more than 20 key cities in Changsha, Zhuhai, Fujian, Hong Kong, Macao and Taiwan, and visited 1300 enterprises. Among them, 54 enterprises visited/kloc-0 have successfully signed 27 industrial projects with an investment of over 50 million yuan, including 7 projects with an investment of over 100 million yuan/kloc-0, with an investment of 3.5 billion yuan/kloc-0. (III) Major industries: Since the beginning of this year, our district has seized the opportunity of building a provincial electronic industry base, given full play to the policy advantages of the national key industry transfer base, the Taiwanese business undertaking base and the provincial electronic information industry base, and the advantages of being located in the core area of Ji Tai Industrial Corridor, taking the electronic information industry as the leading industry, and vigorously carried out investment attraction for the electronic information industry. In order to consolidate the platform for undertaking electronic information industry projects, our district will also start construction of 15 standard factory building in the near future, which is specially used for undertaking electronic information industry projects.

(IV) Major projects: Since the beginning of this year, our district has actively cooperated with the strategy of "attracting large enterprises and attracting strong ones" by the municipal party committee and the municipal government, focused on attracting investment from Changsha, Zhuhai and Fujian, and strived to seek cooperation channels with enterprises in the world's top 500, domestic top 200, Hong Kong and Taiwan 100, leading enterprises in the industry, listed companies and headquarters enterprises. Through the unremitting efforts of the whole region, we finally made a major breakthrough in the near future and successfully signed an investment intention agreement for major foreign-funded projects with a total investment of 3 billion US dollars. The project is mainly engaged in the research, development, production and sales of hair growth black pigment, cosmetics series, led energy-saving lamps and new building materials. The project is invested by businessmen from Britain, Canada and Shenzhen, and will be completed and put into operation in two phases within four years. After the first phase is completed and put into production, the estimated annual output value can reach 20 billion yuan.

(5) Main working measures

1, basic work, advanced planning, timely start, solid and effective. In order to do a good job in the work of open economy in 2009 as soon as possible and successfully achieve the annual target, our bureau began to plan the work of open economy in 2009 from last June 165438+ 10, and held several meetings of directors' offices and overall cadres' meetings to conduct special research and discussion, and initially put forward the "Work Opinions on Industry and Open Economy in 2009" to make a good start for the work of open economy in 2009. 2, self-construction, seize the opportunity, take advantage of the trend. From the perspective of attracting investment, the overall leading cadres launched a big discussion on scientific development around "attacking the two districts, building two belts, breaking the dilemma, and making every effort to build a beautiful XX district, an efficient new park and a new scenic spot". Through the discussion, the overall leading cadres have more emancipated their minds, clearer work objectives, more prominent work priorities and clearer work measures. Through these two activities, the leading cadres of our bureau have formed a new understanding in learning experience, investment concept, team building, project selection and industrial adjustment. , carefully analyzed the gap in ideological understanding, work measures and work results, and put forward practical rectification measures, which greatly improved the working face and efficiency of the organs.

3, industrial investment, innovative ways, find the right position against the trend. In the face of the global financial crisis, our bureau promptly suggested that the district committee and government give full play to the advantages of three "bases": industrial transfer undertaking base, electronic information industry base and Taiwan enterprise entrepreneurship base, and quickly adjust the functional planning and industrial undertaking planning of the park. The whole region consists of 13 professional investment team and 43 commandos, focusing on non-ferrous metal smelting, electronic information, solar photovoltaic, mineral water drinks, crafts and gifts, aiming at central Zhejiang, Shanghai and Zhejiang. At the same time, it is suggested that the district party committee and government should set up an office in XX, and send outstanding cadres to engage in professional investment promotion. In order to consolidate the achievements of the first round of "100-day investment promotion", just after the Spring Festival, our bureau actively cooperated with the district government to carry out the "10-day investment promotion surprise" activity in the whole region, and from March to the end of June 2009, we carefully organized and carried out the second round of "100-day investment promotion" activity to undertake the industrial transfer in the whole region. In February, 42 commandos from all over the region visited 130 merchants and 63 enterprises, signed 5 industrial projects with an investment of over 50 million yuan, and introduced nearly 300 million yuan. So far, they have officially settled in two projects. In the second round of "100-day investment promotion", there were 13 professional investment promotion teams and 43 assault teams in the whole region 1200 person-times, and they went deep into more than 20 key cities in Changsha, Zhuhai, Fujian, Hong Kong, Macao and Taiwan and overseas related areas for docking negotiations, visited 657 enterprises, of which 68 visited the region and successfully signed 55438+02 contracts. Of the 12 contracted projects, 5 have been started.

4, publicity and promotion, high promotion, add fuel to the flames. Since the beginning of this year, especially during the two rounds of "100-day investment promotion" activities, all the leaders of the four teams in the district have personally gone into battle, and each team is in charge of an investment promotion team, which is responsible for the organization and leadership of the team's investment promotion activities and the negotiation, implementation and coordinated promotion of investment promotion projects. Xu Ming, secretary of the district party committee, and Xiao Bing, deputy secretary of the district party committee and district government, even took pains to go out of the enterprise and enter the factory, crisscrossing the country to talk about projects and meet guests, and experienced everything personally. In order to help enterprises cope with the financial turmoil, Xu Ming, secretary of the District Party Committee, personally led the heads of regional departments such as China Merchants and resident banks to conduct in-depth enterprise research, understand the production and operation difficulties of enterprises, and coordinate and solve the financing problems of enterprises. In order to promote the early settlement of major projects, Xiao Bing, head of the district government, personally led the principals of relevant units to go north to Beijing, south to Guangdong and Hong Kong, and east to Fujian and Zhejiang, and had serious exchanges with corporate investors to study countermeasures. Driven by the district leaders, the investment teams are enthusiastic and full of energy. They made extensive contact with merchants through home visits, business research, small seminars and other forms, and invited merchants to visit the area to promote Qingyuan. They make full use of modern communication means such as telephone and Internet to strengthen contact and communication with merchants. The lineup of activities is huge, and the number of people going out to attract investment and help enterprises is unprecedented. In order to ensure the orderly development of various activities, our bureau has done a lot of basic work. On May1May-22, Mayor Xiao Bing led a delegation to participate in the "2009 Jiangxi (Hong Kong) Investment Promotion Week" and presided over the investment promotion conference in Shenzhen. Our bureau appoints a special person to implement exit visa, invitation for investment, itinerary arrangement and meeting preparation. 5. Project promotion, multi-party linkage, multi-measures and strong momentum. Since the beginning of this year, affected by the international financial crisis, the work of attracting investment has faced unprecedented severe challenges. In order to turn a crisis into an opportunity, our bureau actively cooperates with the district party committee and the district government to continuously increase the promotion of the project, and strive to make the project sign and settle down. For the project under discussion, the system of hanging up the person in charge of the project shall be implemented. For each project, the main leaders of the responsible units shall take the lead in contact and negotiation, invite the district leaders to promote it, and implement the requirements of "semi-monthly scheduling, January notification, semi-annual summary and year-end rewards and punishments" one by one. The whole process agency system shall be implemented for the contracted projects, and business backbones shall be drawn from the District Construction Bureau, the District Environmental Protection Bureau, the Hedong Economic Development Zone Management Committee, the District Small and Medium Enterprises Bureau, the District China Merchants Bureau and other departments to form a project agency team, which shall be responsible for the quality control, approval coordination and licensing agency in the whole process of entering the project, so as to ensure the settlement of the project according to the contract requirements. For projects under construction, the project responsible unit shall assist investors in formulating the annual investment plan of the project and the annual construction content, scale and progress target, and assign special personnel to provide full service for the construction project, and coordinate and solve various problems and difficulties encountered in the construction process. In terms of enterprise assistance, according to the requirements of "one leader, one team, one policy and one implementation", the leaders of the hanging point area and the main leaders of the responsible departments and units are required to regularly go deep into the front line of the enterprise, get in touch with customers at zero distance, understand the difficulties in all aspects of the enterprise, and coordinate and solve the urgent needs of the enterprise in employment difficulties and lack of funds.

Summing up the work in the past six months, the achievements are gratifying, but there are also problems and deficiencies, mainly in:

1, the fear of difficulties is serious, and the initiative to go out is not strong. Affected by the financial crisis, some leading cadres are not sure about the new situation, have not studied the new policies in depth, have not clearly seen the opportunities in the crisis, have few methods, narrow ways, ineffective information, are more pessimistic, are afraid of difficulties and obstacles, and their enthusiasm for going out to attract investment has weakened.

2. Lack of energy input and slow progress in project negotiation. At present, the city's key projects are vigorously promoted, and the demolition task is heavy. A large number of cadres have been transferred to the front line of demolition work, and many units are understaffed. Due to the limitation of personnel, the investment of each unit is seriously insufficient, and the project progress is slow. Since the beginning of this year, our district has launched a surprise investment promotion ten days after the Spring Festival and the second round of "100-day investment promotion" activities, and has negotiated more than 60 projects with strong intentions. But up to now, only 2 1 project has signed up to settle down, and most of the other 30 projects are still at the level of intention, and there is not much substantial progress, such as visiting the area.

3. The amount of project information is small, and the scale and quality of the project are low. Merchants cadres found many old friends and met many old faces in the process of going out to attract investment. They are not aware of finding new ways and making new friends, lack of methods and confidence, and the speed of expanding contacts is slow, so the information content of the project is not much, and the scale and quality of the project are also low. Among the' 2 1 projects signed in June and June, there are 10 projects with an investment of less than 50 million yuan.

Second, the next step plan

Next, around the annual objectives and tasks, our district will carry out the annual work in a down-to-earth manner from the following aspects, and present a gift to the 60th anniversary of the founding of New China with outstanding achievements.

1, with professional team as the main force, deepen the promotion of investment promotion 100 days. Take advantage of the time from the beginning of July to the end of September 100, concentrate time, strength and leadership, and carry out the "100-day battle" for industrial park construction and investment attraction in the whole region. At that time, 43 assault squads of the whole region 13 professional investment promotion team will concentrate on five professional investment promotion squads of Hedong Economic Development Zone Management Committee, District Investment Promotion Bureau, District Economic and Trade Commission, District Small and Medium Enterprises Bureau and Shenzhen Office, and go deep into the Yangtze River Delta and Pearl River Delta to transfer industries to key cities for professional investment promotion, and further promote the "100-day investment promotion" activities, strive to promote a number of project contracts, implement a number of project investments, promote a number of project construction and promote a number of projects.

2. With the direction of building an efficient carrier, do a good job in park positioning as soon as possible. Do a good job of positioning the park image as soon as possible, point out the direction for the long-term and short-term planning of the park, establish the park image in a short time and enhance the competitiveness of the park. Do a good job in the service orientation of the park as soon as possible, improve the service level of the park, and improve the input-output benefit and project promotion efficiency of the park.

3. Focus on exhibition investment promotion and actively expand investment promotion channels. Actively organize and participate in all kinds of exhibition investment activities organized by provinces and cities. According to the actual situation and requirements of industrial development in our region, focusing on the key cities of industrial transfer in the Yangtze River Delta and the Pearl River Delta, the 1 ~ 2 industrial investment matchmaking meeting was held. While doing a good job in attracting investment for exhibitions, we will actively expand investment channels such as commercial investment, media investment, intermediary investment and station investment.

Based on sustainable development, we will try our best to make good use of these three barriers. Close the project land and insist on intensive land use. Take fiscal revenue, scientific and technological content, investment in fixed assets, labor and employment as the project settlement standards, highlight the indicators such as the added value of unit land industry and fiscal revenue, improve the input-output rate of the park, and put an end to the phenomenon of lavish land use, low-level land use, less use and more occupation, and long-term idle land use. Ensure project quality and adhere to ecological development. Strictly control the entry, construction and production of enterprises, and vigorously create environmental protection parks and ecological parks. 6. Focus on ensuring growth and promote project assistance at full speed. (2) Create an investment atmosphere to help enterprises stabilize their jobs. Hengshan Mountain is rich in tourism resources, pollution-free agricultural products and underground mineral resources. Therefore, we make great efforts to play this resource card, mobilize cadres and workers and their families, actively provide investment information, and reward valuable investment information. While mobilizing cadres and workers to attract investment, the publicity campaign of "Everyone is an investment environment and everyone represents the image of Hengshan" was widely carried out, which created a good investment environment and achieved good results:

Actively cooperate with the actions of the county party committee and the county government, provide positive labor security preferential policies for foreign investors who come to invest in Hengshan, provide them with free recruitment agents, free training and social security policy publicity materials, and create a good investment environment for them within the scope of policies. Since the "Spring Breeze Action" was launched at the beginning of the year, our bureau has gone deep into various township enterprises by means of centralized recruitment, special recruitment and mobile recruitment, and held various special job fairs in different places, which has solved the problem of labor shortage in enterprises throughout the county. In view of the rising contradictions between employers and employees on core issues such as salary, social security premium payment and economic compensation under the current economic situation, our bureau, in combination with the current business situation of enterprises, resolved the contradictions between employers and employees in a timely manner in accordance with the principle of "education first, supplemented by zero punishment". In a word, with the care and support of the county party committee and government, our bureau has made some achievements in attracting investment, but there is still a certain gap from the requirements of higher authorities. In the future, our bureau will continue to deploy according to the arrangement of superiors, overcome difficulties, increase the intensity of attracting investment, and take effective measures to make our bureau and even the county's investment promotion work to a higher level!
