Members of the owners' committee are directly supervised by all owners. Upon the proposal of the owner who holds more than 20% of the voting rights in the property management area, the elected members may be removed.
The preparatory group for the election of members of the industry committee shall do the following work:
1. Determine the time, place, form and content of the first owners' meeting;
2. Drawing up the articles of association of the owners' committee, the owners' convention, the rules of procedure of the owners' congress and the election method of the owners' committee with reference to the model text formulated by the competent government department;
3. Determine the method and list of candidates for members of the owners' committee;
4. Make other preparations for the first owners' meeting.
To sum up, the candidates for members of the owners' committee must be owners, property representatives and property users who love public welfare, have good moral quality, strong sense of responsibility, strong organization and coordination ability, have worked in the owners' committee for a certain period of time, and have full civil capacity. Candidates can be selected through self-recommendation, recommendation by the owners or negotiation by the preparatory group, and the final qualification will be confirmed by the preparatory group or the owners' committee.

Owners can set up owners' meetings and elect owners' committees. The specific conditions and procedures for the establishment of the owners' congress and the owners' committee shall be in accordance with the provisions of laws and regulations.
The relevant departments of the local people's government and the residents' committee shall give guidance and help to the establishment of the owners' congress and the election of the owners' committee.
Article 278
The following matters shall be jointly decided by the owner:
(a) to formulate and amend the rules of procedure of the owners' congress;
(2) Formulating and amending management regulations;
(three) to elect the owners' committee or replace the members of the owners' committee;
(four) the selection and dismissal of property services companies or other management personnel;
(five) the use of funds for the maintenance of buildings and their ancillary facilities;
(six) to raise funds for the maintenance of buildings and their ancillary facilities;
(seven) renovation of buildings and their ancillary facilities;
(eight) change the use of common parts or use common parts to engage in business activities;
(nine) other major issues related to joint ownership and joint management rights.
Matters jointly decided by the owners shall be passed by the owners whose exclusive parts account for more than two-thirds of the area and whose number accounts for more than two-thirds. Decisions on matters specified in Items 6 to 8 of the preceding paragraph shall be subject to the consent of the owners and more than 3/4 of the voters who participate in voting on the exclusive part. Other matters specified in the preceding paragraph shall be decided with the consent of more than half of the owners voting, and with the consent of more than half of the owners voting.
