The responsibility of the vice president of legal system is to educate students in legal system. As well as the handling of violations similar to those in school bullying, we will continue to maintain public security management around the school and safeguard the legitimate rights and interests of teachers and students.

At the end of July, six judicial departments in Shanghai jointly issued "Several Opinions on Strengthening the Work of Vice Presidents of Rule of Law in Primary and Secondary Schools in this Municipality". Then it is put into practice, and it is clearly put forward that primary and secondary schools in Shanghai should be equipped with at least one vice president of the rule of law. Participate in the handling of student bullying and the education and correction of students who violate the law and crime, urge schools to improve and perfect the compulsory reporting system of cases against minors, reduce the occurrence of school bullying incident, and educate students on education safety and legal system. Grasp the public security dynamics around the school, put forward their own work suggestions, and actively participate in the continuous management of peripheral prevention and control organized by the school. It is also necessary to preside over or participate in the negotiation and mediation of student safety accident disputes, participate in student bullying and corrective education, and complete the exhortation function and educational task of preventing and controlling student bullying required by the school.

Properly handle illegal and criminal cases of teachers and students in school according to law, cooperate with relevant departments to seriously investigate and deal with cases that infringe on the legitimate rights and interests of teachers and students and harass the campus, and strengthen the privacy protection of underage students involved. To a great extent, the school bullying incident will affect the inner growth of the bullied, resulting in psychological shadow, inferiority, loneliness and world-weariness. It is impossible for students to settle down and study, and they are in fear every day. If this situation is not handled in time, the bullied students may be destroyed all their lives.

With a full-time vice president of the rule of law, similar things will be highly valued by the school, which will fundamentally solve this problem and make the bullied students no longer be bullied. It will also give bullying students the education they deserve.
