The newly revised Regulations on Water Resources in Jiangxi Province (hereinafter referred to as the Regulations) came into effect on June 1 day. The "Regulations" has been increased from 46 articles in 7 chapters to 63 articles in 9 chapters, with the "three red lines" and "four systems" as the main line to promote the construction of the strictest water resources management system in our province.

Suspend the approval of new water intake projects in areas where the total water consumption exceeds the standard.

The reporter learned from the meeting that the total water consumption control indicators of our province approved by the state are: 2065438+25 billion cubic meters in 2005, 26 billion cubic meters in 2020 and 26.463 billion cubic meters in 2030, which is the control red line for the development and utilization of water resources in our province. In order to keep the red line of water resources development and utilization control, the regulations respectively regulate the total water intake control, water resources demonstration management, water intake permit system, paid water resources use and water resources fee use management, groundwater management and protection, and unified water resources dispatching.

The "Regulations" stipulate that the water administrative department of the provincial people's government shall, according to the total water consumption control indicators and water resources planning issued by the state, compile the total water consumption control indicators for districts and cities, and after consulting the relevant departments at the same level and the people's governments of districts and cities, report them to the provincial people's government for approval. The water administrative department of the municipal people's government with districts shall, within the total water consumption control indicators issued by the provincial people's government, compile the total water consumption control indicators of counties (cities, districts), and report to the people's government at the same level for approval after consulting the relevant departments at the same level and the people's government at the county level. In areas where the total water consumption reaches 90% of the total water consumption control index, the water administrative department shall restrict the approval of new water intake for construction projects. In areas where the total water consumption has reached or exceeded the total water consumption control index, the water administrative department shall stop approving new water intake for construction projects.

The water intake of major water users should be monitored.

Luo Xiaoyun, director of the Provincial Water Resources Department, said that more than 60% of the rainfall in Jiangxi province is concentrated in the main flood season from April to June, but more than 50% of the annual water demand is concentrated in the main irrigation period from July to September after the flood season. In order to put water saving in the first place, save water and reduce pollution, save water and increase efficiency, and speed up the transformation from extensive water use to water saving, the regulations define the three-level water use efficiency control indicators of provinces, autonomous regions, cities and counties (cities and districts), the industrial water quota system, the planned water use management of water users, the "three simultaneities" system of water saving, the technological transformation of water saving, the development and utilization of rainwater, flood and reclaimed water, etc.

Luo Xiaoyun said that the purpose of the water efficiency control system is to eliminate the production capacity with high energy consumption and heavy pollution by setting water demand, adapting to local conditions and measuring water, so as to make the economic structure more reasonable and social development more sustainable.

Establish a safety assessment system for drinking water sources.

It is understood that in 20 13 years, the national approved control indicators of water quality compliance rate of important rivers and lakes in our province are: 20 15 88%, 9 1% in 2020 and 95% in 2030. In order to achieve the control objectives, the Regulations focus on source protection, synchronous prevention and control, dynamic supervision and so on.

The "Regulations" require that water administrative departments at all levels shall, in conjunction with environmental protection departments, compile water function zoning of rivers, lakes and other waters according to the requirements of comprehensive river basin planning, water resources protection planning and economic and social development; Water administrative departments at all levels shall, according to the requirements of water functional areas for water quality and the natural purification capacity of water bodies, verify the pollution-carrying capacity of water bodies, and put forward opinions on limiting the total discharge of pollutants in water bodies to the environmental protection departments at the same level.

The Regulations also make more detailed and strict provisions on the safety of drinking water. The "Regulations" require that the provincial people's government should delimit drinking water source protection areas and establish a drinking water source safety assessment system to prevent water source depletion and water pollution and ensure the drinking water safety of urban and rural residents. At the same time, people's governments at all levels should build emergency standby water source projects, establish and improve emergency water source protection measures, and formulate emergency plans for urban and rural drinking water safety.

In addition, the "Regulations" also made specific provisions on the adjustment of reservoir functions, the prohibition of drinking water source reservoirs, the establishment and improvement of the system of closing hillsides for afforestation in water conservation areas, the work of "river length system" and the registration of water resources use rights.
