The National Development and Reform Commission's Order "Provisions on Bidding Projects" has been approved by the State Council, and is hereby promulgated, and shall come into force as of June 6+0, 2065438.
The State Council announced that the Regulations on the Scope and Scale of Bidding for Construction Projects, which was approved by the State Council on April 4, 2000 and issued by the former State Planning Commission on May 1 2000, shall be abolished at the same time.

Provisions on Bidding for Construction Projects?
Article 1 These Provisions are formulated in accordance with Article 3 of the Bidding Law of People's Republic of China (PRC) for the purpose of determining engineering projects that must be subject to bidding, standardizing bidding activities, improving work efficiency, reducing enterprise costs and preventing corruption. ?
Article 2 Projects that are wholly or partially invested with state-owned funds or financed by the state include:
(a) the use of budgetary funds of more than 2 million yuan, and the funds accounted for more than 10% of the investment; ?
(two) the use of state-owned enterprises and institutions, and the funds account for the holding or leading position of the project. ?
Article 3 Projects that use loans or aid funds from international organizations or foreign governments include:
(1) Projects that use loans and aid funds from international organizations such as the World Bank and the Asian Development Bank; ?
(2) Projects using loans and aid funds from foreign governments and their institutions. ?
Article 4 The specific bidding scope of large-scale infrastructure, public utilities and other projects related to social public interests and public safety that do not fall under the circumstances specified in Articles 2 and 3 of these Provisions shall be determined by the development and reform department of the State Council in conjunction with the relevant departments of the State Council.
The principle of strict restrictions should be formulated and reported to the State Council for approval. ?
Article 5 If the survey, design, construction, supervision and procurement of important equipment and materials related to the project construction within the scope specified in Articles 2 to 4 of these Provisions meet one of the following standards, bidding must be conducted.
(a) the estimated price of a single construction contract is more than 4 million yuan; ?
(two) the estimated price of a single contract for the procurement of important equipment, materials and other goods is more than 2 million yuan; ?
(3) The estimated price of a single contract for the procurement of services such as survey, design and supervision is more than 6,543,800 yuan. Survey, design, construction, supervision and procurement of important equipment and materials related to engineering construction can be combined in the same project, and if the estimated total contract price reaches the standard specified in the preceding paragraph, an invitation to tender must be conducted. ?
Article 6 These Provisions shall come into force on June 1 day, 2065.
