Wu Fan said that "Healthy China 2030 Plan Outline" clearly requires strengthening tobacco control, promoting smoking ban in public places, gradually achieving total smoking ban in indoor public places, and strengthening tobacco control supervision and law enforcement in public places. As of February, 20021year, more than 20 cities in China have successfully piloted tobacco control, and there are many innovative practices and experiences, some of which have shown good implementation effects.
The implementation of indoor public places can not be separated from the support of the people. Wu Fan believes that at present, people's health awareness is constantly improving, the public has a high degree of support for a comprehensive indoor smoking ban, and the time for legislation is ripe. According to Wu Fan, the Survey Report on Urban Public's Attitudes towards a Total Smoking Ban in Public Places released by China Tobacco Control Association in 20 17 shows that more than 90% of the respondents support a total smoking ban in public places, and 95.7% of non-smokers and 80.3% of the respondents support it. At the same time, the data of three authoritative surveys in Shanghai when the Regulation on Smoking Control in Public Places was revised on 20 16 showed that the proportion of citizens who supported a total ban on smoking in indoor public places was over 92%, and the public opinion base of legislation was good.
"The purpose of legislation is to regulate the social behavior of smokers rather than limit their freedom and form a universal protection of public health." Wu Fan said that the experience of many cities shows that although different public groups have different attitudes towards smoking ban legislation in public places, the process of legislation itself is an important process of gradually forming social consensus. In the face of differences, we should not avoid such key issues as "no smoking in public places harms smokers' freedom" and "setting up smoking rooms", treat differences with a positive attitude of cutting to the chase and innovating legislation, and strive to reach a social consensus.
To this end, Wu Fan suggested that the Legislative Affairs Office of the State Council should restart the formulation of the Regulations on Smoking Control in Public Places as soon as possible, investigate the successful experience of local legislation, make good use of the strength of professional institutions, open the door for legislation to build consensus, and respond to the focus with scientific legislation, making it clear that smoking is prohibited in all indoor public places, and that workplaces and public transport vehicles should strictly comply with the requirements of the Convention, so as to protect the public from the harm of tobacco smoke and promote people's health.
