The difference between a first-level administrative law enforcement officer and a first-level clerk is as follows:

The first-level administrative law enforcement personnel belong to the civil servants of administrative law enforcement, and directly perform on-site law enforcement duties such as supervision, punishment and inspection in administrative organs. The first-level clerk belongs to the comprehensive management civil servant, who is a post in the organ that performs the duties of comprehensive management and internal management in addition to administrative law enforcement posts and professional and technical posts.

Compared with the comprehensive management and professional and technical posts of government agencies, administrative law enforcement posts have the following characteristics:

One is pure execution. There is only the right to enforce laws and regulations, not the right to interpret them, and there is no responsibility to study and formulate laws, regulations and policies. This is especially different from comprehensive management positions.
