According to the document, the Preparatory Committee and the Provisional Party Committee of xiong'an new area, Hebei Province are transitional institutions. Under the authorization of the Hebei Provincial Party Committee and the provincial government, they are responsible for organizing, leading, coordinating and managing the overall development and construction of xiong'an new area, and exercising the functions of organizing, coordinating, supervising and serving xiong'an new area's political, economic, cultural, social and ecological civilization and party building.

The members of the xiong'an new area Preparatory Committee and the Provisional Party Committee decided by the Hebei Provincial Party Committee and the provincial government include: Yuan Tongli as the interim party secretary, Liu Baoling as the interim party secretary and director of the Preparatory Committee, Zhang Weiliang and Dang Xiaolong as the interim party deputy secretaries, Niu Jingfeng and Yu Zhenhai as interim party members and deputy directors of the Preparatory Committee, and Zhai Wei and Wang Jiping as interim party members.
