Criteria for judging major hidden dangers in industry and trade 2022
Letter from the Policy and Regulation Department of the Emergency Management Department on soliciting opinions on the judgment standard of major production safety accidents in the industry and trade industry (draft for comments)

Emergency management departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government, and emergency management bureau of Xinjiang Production and Construction Corps.

According to the relevant work arrangements, the Safety Law Enforcement and Industry and Trade Supervision Bureau of the Emergency Management Department has revised the Criteria for Judging the Hidden Dangers of Major Production Safety Accidents in the Industry and Trade Industry (20 17 Edition), which is to be promulgated and implemented in the form of departmental regulations. The revised criteria are now sent to you for comments. Please give feedback to the Legal Department of the Department of Political Science and Law before August 22, 2022. Criteria for judging hidden dangers of major production safety accidents in industry and trade industry (draft for comments)

Article 1 In order to accurately identify and promptly eliminate the hidden dangers of major production safety accidents in the industry and trade industry (hereinafter referred to as the hidden dangers of major accidents), this standard is formulated in accordance with the Law of People's Republic of China (PRC) on Work Safety and other laws and administrative regulations.

Article 2 This standard is applicable to the identification of major accidents in metallurgy, nonferrous metals, building materials, machinery, light industry, textiles, tobacco, commerce and other industries. Where there are other provisions on the identification standards of major accidents in industries such as hazardous chemicals, fire protection, gas and special equipment, such provisions shall prevail.

Third major industrial and agricultural accidents are divided into general major accidents and industrial accidents. General major accidents include dust explosion danger, liquid ammonia refrigeration and poisoning danger such as hydrogen sulfide and carbon monoxide, which are applicable to all relevant industrial and trade enterprises; The hidden dangers of major accidents in the industry are divided into seven industries, such as metallurgy, nonferrous metals, building materials, machinery, light industry, textiles and tobacco, which are only applicable to the corresponding industrial and trade enterprises.

Article 4 The hazardous area of dust explosion refers to one of the following situations:

(1) The hazardous places of dust explosion are set in multi-storey buildings (structures) with non-frame structure, or places where staff quarters, conference rooms, offices, lounges and other people gather;

(2) Different kinds of combustible dust, combustible dust, combustible gas and other media that may aggravate the explosion danger share a dust removal system, or different buildings and different fire zones share a dust removal system, or the dust removal systems are connected with each other;

(three) the dry dust removal system did not take any explosion-proof measures such as explosion venting, inerting and explosion suppression;

(4) When the dust removal system of metal dust such as aluminum and magnesium adopts positive pressure dust removal, or other combustible dust removal systems adopt positive pressure soot blowing, measures such as spark detection and elimination are not taken to prevent ignition sources;

(5) The dust removal system adopts gravity settling chamber for dust removal, or adopts dry roadway structure as dust removal air duct;

(six) the dry dust removal system of aluminum, magnesium and other metal dust and wood dust is not equipped with air lock and ash discharge device;

(seven) electrical equipment such as dust collectors and dust boxes in dust explosion dangerous places divided into 20 areas do not meet the explosion-proof requirements;

(8) There is no device for removing impurities such as iron and stone before the processes and equipment that are prone to mechanical fire, such as crushing, crushing and granulating, or there is no spark detection and elimination device for the processes that are prone to mechanical fire, such as grinding;

(9) Failing to take fire-proof and explosion-proof measures such as ventilation, waterproof, moisture-proof, hydrogen concentration monitoring and alarm in the collection and storage places of metal dust such as aluminum and magnesium that spontaneously ignite when wet;

(ten) the dust cleaning system has not been formulated and implemented or the dust on the job site is serious.

Article 5 "Application field of liquid ammonia refrigeration" refers to one of the following situations:

(1) The air conditioning system in the production places such as packaging, division and product sorting adopts ammonia direct evaporation refrigeration;

(two) the quick-freezing device is not set in a separate workshop, or the quick-freezing device workshop has more than 9 employees.

Article 6 The major accident hidden danger "limited space operation field with poisoning risks such as hydrogen sulfide and carbon monoxide" refers to any of the following situations:

(1) Failing to mark the workplace with limited space and set up obvious safety warning signs;

(2) The examination and approval system for operation in confined space has not been formulated and implemented, or the requirements of "ventilation first, inspection second and operation second" have not been implemented, or there is no special person in charge of supervision at the operation site;

Seventh major accidents in metallurgical industry refers to one of the following circumstances:

(1) The metallurgical casting crane with fixed gantry hook was not used when lifting molten iron, molten steel and slag in iron and steel plant, or the crane for lifting molten iron and slag produced by blast furnace cast iron and ferroalloy did not meet the relevant requirements for lifting molten metal crane;

(2) Operating room, conference room, duty room, activity room, lounge, dressing room and other places where people gather. Set up a hot and cold repair station for steel (iron) water tank in the terrace area where molten iron, molten steel and slag are hung;

(3) The trunnion of the tank (ladle or basin) containing molten iron, molten steel and liquid slag has not been inspected annually or failed to pass the inspection, but still continues to be used;

(four) there is water in the accident pit, slag pit under the furnace and the influence range of molten metal leakage and splashing in the smelting, refining and casting production areas;

(5) Accident ladle, tundish breakout pit (trough), tundish overflow pit (trough) and breakout rotary chute are not set during steelmaking and continuous casting, or accident ladle is not set during die casting, or emergency discharge and emergency storage facilities are not in a good standby state;

(6) The set value of blast furnace top working pressure exceeds the design value of system working pressure, or the set value of top working pressure is not interlocked with the top safety valve, or the set value of top safety valve exceeds the design pressure value of equipment;

(7) The water cooling elements of the furnace bodies such as converter, electric arc furnace, AOD furnace and LF ladle refining furnace are not equipped with monitoring and alarm devices for outlet water temperature difference and water inflow and outflow, or the monitoring and alarm devices are not inclined to the furnace body, and the oxygen (auxiliary) gun is automatically lifted and interlocked, or the water-cooled oxygen gun is not equipped with a separate water supply pipeline;

(eight) the distance between gas tanks and buildings (structures), storage tanks, storage yards, etc. Does not meet the requirements of mandatory standards;

(nine) the control room, operation room, lounge and other places where people gather near the facilities for gas production, recovery and purification, pressurized mixing, storage and use, as well as places and parts where gas leakage and accumulation may occur, are not equipped with fixed carbon monoxide concentration monitoring and alarm devices;

(ten) heating furnace, gas holder, dust collector, pressurizer, roaster and other gas facilities, as well as the gas pipeline before entering the workshop is not equipped with a partition device;

(eleven) the use of gas (natural gas) and forced air supply combustion device, the pipeline pressure monitoring and alarm device is not set or the monitoring and alarm device is not linked with the emergency automatic cut-off device;

(twelve) the effective height of the water seal of the wet condensate drainer of the positive pressure gas transmission and distribution pipeline does not meet the requirements of the mandatory standard, or illegally shares the gas drainer;

(thirteen) the main person in charge of the metal smelting enterprise and the safety production management personnel have not passed the examination according to law.

Article 8 The hidden danger of major accidents in non-ferrous industries refers to any of the following circumstances:

(1) The meeting room, activity room, lounge, operation room, shift changing room, dressing room and other places where people gather are set in the floor area where molten metal is lifted;

(two) the crane lifting molten metal does not meet the requirements of mandatory standards;

(three) the trunnion of the tank (ladle, basin) containing molten metal has not passed the annual flaw detection inspection or failed the inspection, but still continues to be used;

(4) Unproductive water accumulation exists in accident pits, slag pits under furnaces, leakage and splashing of molten metal in smelting, refining and casting production areas;

(five) in the process of smelting, smelting, heat preservation and casting of molten metal, emergency discharge and emergency storage facilities are not set up in accordance with the requirements of mandatory standards or are not in a good standby state;

(6) Melting furnaces, casting machines, heating furnaces and water cooling elements cooled by water cooling are not equipped with emergency water sources;

(7) There is no mechanical locking device at the aluminum outlet of the fixed casting furnace with deep well casting technology, or there is no liquid level monitoring and alarm device at the interface between the aluminum outlet and the chute, and at the interface between the chute and the template entrance;

(8) There is no emergency discharge valve in the aluminum liquid flow tank adopting the deep well casting process, or there is no quick cut-off valve at the joint between the tank and the template entrance, or the quick cut-off valve and the emergency discharge valve are not interlocked with the liquid level monitoring and alarm device, or the liquid level monitoring and alarm device is not interlocked with the tilting casting furnace control system;

(9) Closed-circuit water cooling elements of smelting furnaces and casting machines are not equipped with monitoring and alarm devices for outlet water temperature and inlet and outlet water flow difference, or open-circuit water cooling elements are not equipped with monitoring and alarm devices for inlet water flow and pressure, and the outlet water temperature is not monitored;

(10) The cooling water system adopting deep well casting process is not equipped with monitoring and alarm devices for inlet and outlet water temperature, inlet water pressure and inlet water flow, and the monitoring and alarm devices are not interlocked with quick cut-off valves and emergency discharge valves, or with the tilting casting furnace control system;

(eleven) did not regularly check and replace the wire rope of the wire rope hoisting system of the deep well casting machine;

(twelve) smelting, casting and other workplaces have not taken measures to control the entry of non-operating personnel;

(thirteen) places and parts where toxic gases such as carbon monoxide, hydrogen arsenide, chlorine and hydrogen sulfide may leak and accumulate, there is no fixed gas concentration monitoring and alarm device, or no detection measures with the same effect are taken;

(fourteen) the use of gas (natural gas) and forced air combustion device, the pipeline pressure monitoring and alarm device is not set, or the monitoring and alarm device is not linked with the emergency automatic cut-off device;

(fifteen) the effective height of the water seal of the wet condensate drainer of the positive pressure gas transmission and distribution pipeline does not meet the requirements of the mandatory standard, or illegally shares the gas drainer;

(sixteen) the main person in charge of the metal smelting enterprise and the safety production management personnel have not passed the examination according to law.

Ninth major accidents in the building materials industry refers to one of the following circumstances:

(a) the temperature and fixed carbon monoxide concentration monitoring and alarm device or gas fire extinguishing device is not installed in the bag dust collector and pulverized coal bunker of the coal mill in the cement enterprise;

(2) The manual clearance operation of the barreled warehouse has not formulated a clearance plan including measures to prevent falling, collapse and suffocation from heights, or the operators who have cleared the wall materials have not obtained the qualification for working at heights;

(three) the tubular warehouse of carbide slag raw materials in cement enterprises is not equipped with combustible gas concentration monitoring and alarm device or the monitoring and alarm device is not interlocked with emergency ventilation device;

(4) No control and isolation measures have been taken for the equipment that may be started accidentally and the influx of materials, high-temperature gas, toxic and harmful gas, etc. Before entering the silo, preheater, calciner, shaft furnace, mill, crusher, grate cooler and cyclone separators of various roasting kilns;

(five) the combustion device of gas furnace (except heating gas furnace) is not equipped with pipeline pressure monitoring and alarm device or the monitoring and alarm device is not interlocked with the emergency automatic cut-off device;

(six) hydrogen production station, shielding gas distribution room and other flammable and explosive gas gathering places are not equipped with flammable gas concentration monitoring and alarm devices;

(7) The water-cooling equipment of the three-phase electric arc furnace and the electric melting furnace for fiber products fails;

(8) The water-cooling and air-cooling protection systems of glass furnaces, glass tin baths and other equipment are out of order, or the glass furnaces, glass tin baths and other equipment have no monitoring and alarm devices for the water-cooling and air-cooling protection systems.

Tenth major accidents in machinery industry refers to one of the following circumstances:

(a) Meeting rooms, activity rooms, lounges, changing rooms, shift changing rooms and other places where people gather are located within the influence range of melting, refining, lifting and pouring of molten metal;

(2) The crane for lifting molten iron, molten steel and slag does not meet the relevant requirements for lifting molten metal cranes, or the welding seam and pin shaft of the detachable gantry hook beam for lifting pouring ladle have not been inspected annually or continue to be used if the inspection is unqualified;

(3) The casting smelting furnace and refining furnace are not equipped with emergency storage facilities;

(4) There is water in the bottom of the casting smelting furnace and refining furnace, in the pit, in the pit modeling operation pit or in the lifting and pouring operation area of molten metal;

(5) The cooling water systems of casting and smelting furnaces, refining furnaces and die casting machines are not equipped with monitoring and alarm devices for outlet water temperature and inlet and outlet water flow difference, or the monitoring and alarm devices are not interlocked with the molten metal heating and conveying control system;

(six) the use of gas (natural gas) and forced air combustion device, the pipeline pressure monitoring and alarm device is not set or the monitoring and alarm device is not linked with the emergency automatic cut-off device;

(seven) when using flammable organic solvents to clean equipment, facilities, tools, appliances and the ground, no measures have been taken to prevent the accumulation or explosion of flammable gases in the surrounding closed or semi-closed space;

(eight) paint mixing room, spray booth is not equipped with flammable gas concentration monitoring and alarm device and ventilation facilities or electrical equipment and facilities do not meet the explosion-proof requirements;

(nine) the main person in charge of the metal smelting enterprise and the safety production management personnel have not passed the examination according to law.

Eleventh major accidents in light industry refers to one of the following circumstances:

(1) The baking and frying equipment of a food production enterprise is not equipped with an automatic cut-off device to prevent overheating, or the gas frying pan is not equipped with a combustible gas concentration monitoring and alarm device, or the monitoring and alarm device is not interlocked with the gas automatic cut-off device;

(two) the blending and filling places and wine depots are not equipped with alcohol vapor concentration monitoring and alarm devices, or the monitoring and alarm devices are not interlocked with ventilation facilities;

(three) pulp and paper enterprises use steam or open flame to directly heat steel cylinders to evaporate liquid chlorine;

(4) Gas kilns (except heating body gas kilns) of daily-use glass and ceramic production enterprises are not equipped with pipeline pressure monitoring and alarm devices, or the monitoring and alarm devices are not interlocked with emergency automatic cut-off devices, or gas concentration monitoring and alarm devices are not installed in gas kilns, annealing furnaces, heat shrinkable packaging machines and other areas where gas leakage and accumulation may occur;

(five) the glass furnace cooling protection system of daily-use glass production enterprises is not equipped with monitoring and alarm devices;

(6) The paint, paint mixing room and spray booth are not equipped with combustible gas concentration monitoring and alarm device, ventilation device or electrical equipment, which does not meet the explosion-proof requirements;

(7) The lithium-ion battery storage warehouse is not equipped with fire detection and alarm devices, automatic fire extinguishing systems, ventilation facilities or fault battery isolation devices.

Twelfth major accidents in the textile industry refers to one of the following circumstances:

(1) The vaporizing chamber, gas storage tank, oil storage tank, heat medium furnace, etc. in the heat setting procedures such as singeing, opening and drying of yarn, thread and fabric processing are not set separately from the gathering place of production and processing personnel;

(two) the storage of insurance powder, hydrogen peroxide, sodium hypochlorite, sodium chlorite, carved white powder (white block) mixed with taboo substances or the storage place of insurance powder has not taken waterproof and moisture-proof measures.

Thirteenth major accidents in the tobacco industry refer to any of the following circumstances:

(a) Before fumigation, it is not confirmed that all irrelevant personnel have been evacuated from the warehouse or fumigation area, or the fumigation area is not equipped with phosphine gas concentration monitoring alarm device and gas mask;

(2) The production lines and places that use liquid carbon dioxide to manufacture expanded cut tobacco are not equipped with monitoring and alarm devices for carbon dioxide or gas concentration, or the monitoring and alarm devices are not interlocked with emergency ventilation devices.

Article 14 This standard shall come into force as of, 2022. The Identification Standard for Major Production Safety Accidents in Industry and Trade Industry (20 17 Edition) (No.4 [20 17] of the General Administration of Work Safety) shall be abolished at the same time.
