First, the basic situation of geological environment monitoring institutions

Xizang Autonomous Region geological environment monitoring organization consists of Xizang Autonomous Region geological environment monitoring station and two municipal monitoring stations. There are 26 employees, including professional technicians 15 (8 with senior titles, 4 with intermediate titles and 3 with junior titles) and others 1 1 person (see table).

Xizang Autonomous Region Geological Environment Monitoring Station was established in March, 20001year. In March, 20001year, the organization establishment committee of Xizang Autonomous Region approved Xizang Autonomous Region Geological Environment Monitoring Station as a full budget management institution directly under the Department of Land and Resources of Tibet Autonomous Region, with a staffing of 15. Its main function is to undertake the emergency investigation of geological disasters in the whole region, participate in the formulation of the prevention and control plan of geological disasters in the whole region, and be responsible for the monitoring and prediction of major geological disasters, the investigation and evaluation of geological relics, the protection of mine geological environment and the monitoring of groundwater in the whole region.

At present, Xizang Autonomous Region has carried out geological environment monitoring in terms of groundwater environment and geological disasters.

Xizang Autonomous Region and groundwater monitoring began in 1990s. At present, the monitoring area of groundwater in Xizang Autonomous Region is 380km2, with 39 monitoring points. Among them, the groundwater level monitoring points are composed of national and provincial groundwater monitoring points (8 national, 3 1 provincial and 8 automatic monitoring points); 3 1 water quality monitoring point (8 national and 23 provincial); There are 1 spring monitoring points. The groundwater level and water temperature are monitored manually, and the monitoring tools are multimeter and common thermometer. National monitoring stations monitor once every 10 day, 20th day and 30th day, and autonomous monitoring stations monitor once every 10 day. At present, there are 8 automatic water level monitors waiting to be installed in the whole autonomous region.

Geological disaster monitoring points are mainly distributed in geological disaster-prone areas, including sudden geological disaster monitoring points and slow geological disaster monitoring points. Sudden geological disaster monitoring network consists of professional geological disaster monitoring points and geological disaster monitoring points. At present, Xizang Autonomous Region has established 48 specialized monitoring points for sudden geological disasters (6 landslides and debris flow 1), and the monitoring personnel conduct regular monitoring. In 2008, the automatic remote monitoring system of geological disasters in Zhangmugang was completed.

Three, monitoring equipment (equipment) equipped with the status quo

Geological environment monitoring equipment (equipment) in Xizang Autonomous Region mainly includes: 2 vehicles, 8 automatic underground water monitors, geological disaster monitoring equipment 19 (including 2 total stations, 1 rangefinder 1 0, 1 handheld GPS 10, 6 landslide displacement meters and 3 rain gauges), and data transmission and processing equipment/kloc-0.

At present, the quality of geological environment monitoring equipment is relatively stable and reliable, the operation is basically normal, data transmission is accurate and timely, and data processing is accurate and advanced.

Four. Information construction

(A) the geological disaster meteorological forecast and early warning and remote emergency consultation system construction

In order to meet the needs of meteorological forecast and early warning of geological disasters, in 2006, Xizang Autonomous Region Geological Environment Monitoring Station established a geological disaster forecast and early warning system to carry out information transmission, release, consultation and product production.

(II) Construction of Geological Environment Information Network Xizang Autonomous Region Geological Environment Information Network has been operating normally since it was opened in 2008.

(3) Geological environment database construction and data management.

At present, Xizang Autonomous Region Geological Environment Monitoring Station has established a groundwater monitoring and management information system and a geological disaster investigation and zoning database. Among them, the data management of groundwater monitoring management information system, geological disaster investigation and zoning database is normal.

Verb (abbreviation for verb) mainly monitors results and services.

The monitoring results of groundwater environment provide scientific basis for grasping the dynamic change law of groundwater in Lhasa and Shigatse in time, rational development and utilization of groundwater resources and effective protection, and provide services for government decision-making departments.

The meteorological early warning and forecasting results of geological disasters provide disaster prevention information for all walks of life and geological disaster-prone areas, facilitate the implementation of geological disaster prevention measures, and play the role of early warning and propaganda of geological disasters.

The monitoring results of geological disasters directly provide scientific basis for the local government and people to take measures to avoid and control them.

We carried out mine environmental investigation and the implementation of geological environment control projects for ownerless mines, promoted the protection of geological relics in Tibet and the declaration of geological parks, organized and implemented major water, industrial and environmental investigation projects in Tibet, and focused on patrol inspection, emergency investigation and disposal, and geological disaster investigation and evaluation. Compile the Annual Plan for the Prevention and Control of Geological Disasters in Xizang Autonomous Region and the Bulletin of Geological Environment in Xizang Autonomous Region every year to provide technical support for the prevention and control of geological disasters.

Under the guidance of the Department of Land and Resources of Tibet Autonomous Region, relying on the grass-roots land and resources management departments, we will give full play to the role of the "geological disaster group monitoring and prevention system" established by the county (city) geological disaster investigation division, effectively solve the problem of combining professional technology with "group monitoring and prevention" in geological disaster prevention, find hidden dangers of geological disasters as soon as possible, deploy emergency rescue work of geological disasters in time, and gradually implement the departmental grading responsibility system.

On the basis of geological environment monitoring, horizontal cooperation with environmental protection, meteorology, water conservancy, civil affairs and other departments and industries has been strengthened, and good social benefits have been achieved.

Actively cooperate with people's governments at all levels to prevent and reduce geological disasters, which has achieved good results in the prevention and control of geological disasters in Tibet.

The Interim Measures for the Prevention and Control of Geological Disasters in Xizang Autonomous Region (Order No.36 of the People's Government of the Autonomous Region) was adopted at the16th executive meeting of the People's Government of the Autonomous Region on September 28, 2000, and was promulgated and implemented on February 28, 2000.

2. The Regulations on Geological Environment Management in Xizang Autonomous Region was adopted by the Standing Committee of Xizang Autonomous Region People's Congress on March 28th, 2003, and came into force on May 1 2003.
