Municipal Education Bureau, Youth League Committee, universities, district-level secondary vocational schools and technical schools:

In order to encourage students to study hard, make progress, aspire to success, and become the builders and successors of Socialism with Chinese characteristics with ideals, morality, culture and discipline, the Education Department of the Autonomous Region and Guangxi Communist Youth League Committee decided to carry out collective selection activities for outstanding students, three excellent students, outstanding student cadres and advanced classes in the whole region in 2009. The relevant matters are hereby notified as follows:

First, choose the scope and object

(a) the region's "three good students", outstanding student cadres, advanced class collective selection and recognition range includes institutions of higher learning, secondary vocational schools (including technical schools, the same below), secondary normal schools and ordinary high schools, and the selection and recognition targets are full-time students (including doctoral and master students) and student class collectives who were in school before July 2009.

(2) The selection and commendation of outstanding students in the whole region covers secondary vocational schools and ordinary high schools, and the selection and commendation targets are full-time students who graduated in 2009.

Second, the selection conditions

(a) the conditions for the selection of miyoshi students in the whole region are:

1. Love China * * *, love the motherland, care about state affairs, actively participate in political theory study, and make progress ideologically; Enthusiastic service for the collective and others, respect teachers, unite students, abide by the law, have good social morality and civilized behavior habits, consciously implement and abide by school rules and regulations.

2. Study hard, be good at thinking, be willing to explore, be diligent in hands-on, have excellent academic performance in all subjects, or have excellent academic performance in national, provincial and municipal disciplines (majors) and scientific and technological activity competitions. Take an active part in physical exercise, be in good health, have good health habits and psychological quality, and reach the good grade above the "Students' Physical Health Standard".

3. Students recommended by ordinary high schools should abide by and implement the Code of Conduct for Middle School Students, the Code of Daily Conduct for Middle School Students and the relevant rules and regulations of the school; Being awarded the title of outstanding student, outstanding student, outstanding student cadre and outstanding league member in prefecture-level city or being commended by the people's government of prefecture-level city. Students recommended by secondary vocational schools should abide by and implement the "Student Code" and relevant school rules and regulations; Won the third prize of students' skills competition in secondary vocational schools at or above the municipal level, or won the recognition of outstanding students, three good students, outstanding student cadres and outstanding league members at or above the school level. Students recommended by colleges and universities should abide by the Code of Conduct for Students in Colleges and Universities and the relevant rules and regulations of the school, and have won scholarships at or above the university level for all-round development of morality, intelligence, physique and beauty; Or obtain honorary titles such as "three good students", "outstanding student cadres" and "outstanding league members" at or above the school level, actively participate in social practice, scientific and technological innovation and other beneficial activities, have strong ability to analyze and solve problems and pioneering spirit, and have made outstanding achievements in a certain respect.

(two) the selection conditions for outstanding students in the region are:

1. must be based on the conditions of "three good students" in the whole region, have high prestige among students, be enthusiastic about serving students and the collective, have strong organizational and comprehensive abilities, and play a leading role.

2 must be awarded the title of "three good students" or "outstanding student cadres" in 2007 or 2008 (excluding those recommended to participate in the evaluation of "three good students" or "outstanding student cadres" in 2009).

(three) the selection conditions for outstanding student cadres in the region are:

1. has a firm and correct political direction, adheres to the party's basic line, exemplary abides by and implements the student code of conduct and relevant school rules and regulations, and has excellent ideological and moral quality.

2. Love your major, study hard, be good at learning and get good grades.

3 as a school (or department, class) main student cadres, actively organize activities, willing to serve the collective and classmates, have strong organizational management ability and outstanding work achievements.

4. Be strict with yourself, set an example, play a good exemplary role, and have high prestige among classmates.

5. Outstanding student cadres in the local area recommended by ordinary high schools shall be awarded the titles of outstanding students, outstanding students, outstanding student cadres and outstanding league members commended by people's governments at or above the county level. The outstanding student cadres in the whole region recommended by secondary vocational schools and colleges and universities must obtain the titles of outstanding students, three excellent students, outstanding student cadres and outstanding league members at or above the school level.

(four) the conditions for the selection of advanced collectives in the whole region are:

1. The whole class loves the motherland and the collective, is United and friendly, positive, helpful, law-abiding, advocates science, opposes superstition, is full of vigor, and has a good class spirit of civilization and health.

2. All the classmates study hard and have a strong sense of innovation. They take an active part in science and technology and campus cultural activities, and have made outstanding achievements in learning cultural knowledge, skill competitions, academic research, scientific and technological development and innovation.

3. The whole class insisted on physical exercise, consciously kept the dormitory environment clean and tidy and good personal hygiene habits, and made remarkable achievements in carrying out mass cultural and sports activities, sports competitions and dormitory culture construction.

4. The whole class actively participated in social practice activities and voluntary and public welfare activities, and made remarkable achievements in serving schools, communities and society.

5. The class committee and the Communist Youth League organizations unite and cooperate to form a joint force. As a student cadre and student, party member set an example, with a decent style and a strong exemplary role, giving full play to the functions of students' self-education, self-management and self-service.

6. Won the title of advanced collective at or above the school level.

Third, the selection quota allocation.

(1) distribution principle.

1. Distribution principle of "three good students" in the whole region: universities, secondary vocational schools and ordinary high schools divide the number of "three good students" in the whole region according to the standard of one thousandth of the number of students.

2. Distribution principle of outstanding student cadres in the whole region: universities, secondary vocational schools and ordinary high schools divide the number of outstanding student cadres in the whole region according to the standard of one thousandth of the number of students.

3. The principle of collective distribution of advanced classes in the whole region: colleges and secondary vocational schools divide the award places of advanced classes in the whole region according to the standard of 1/3000 of the number of students; Cities (including counties and districts) ordinary high schools divide the award places of advanced class collectives in the whole region according to the standard of one thousandth of the number of students.

4. Distribution principle of outstanding students in the whole region: outstanding students in the whole region are selected from full-time students who graduated from ordinary high schools and secondary vocational schools this year, taking the city as the unit. The principle of distribution is:

(1) Ordinary high schools (including all local high schools) and secondary vocational schools affiliated to each city divide the number of outstanding students in the whole region according to the proportion of one ten thousandth of the number of fresh graduates in that year (cities with less than ten thousand people can recommend 1, and thousands are rounded off).

(2) Vocational schools and technical schools directly under the district divide the number of outstanding students in the whole district according to the proportion of 1/10000 of the total number of fresh graduates of such schools in that year.

(2) quota allocation.

According to the above distribution principle, the Education Department of the Autonomous Region and the Communist Youth League Committee divided the award places of outstanding students, excellent students, outstanding student cadres and advanced class collectives in various cities and schools in 2009 (see Annex 2 for the specific quota allocation). Municipal education administrative departments and schools should strictly follow the above selection conditions and allocation of places, carefully organize selection and recommendation, put quality before quantity, and ensure quality. Shall not exceed the recommended indicators.

Fourth, the selection requirements

(a) improve the organization, strengthen leadership, and earnestly do a good job in the selection and recommendation work. The Education Department of the Autonomous Region and the Communist Youth League Committee set up an evaluation leading group (see annex 1) to be responsible for the evaluation of outstanding students, three excellent students, outstanding student cadres and advanced class collectives in the whole region. Municipal education administrative departments and institutions of higher learning, secondary vocational schools and secondary normal schools should strengthen leadership, designate a leader to be responsible for this work, strictly control relevant audit procedures and links in accordance with the selection criteria, and conscientiously do a good job in selection and recommendation.

(two) the selection work should adhere to the standards, seek truth from facts, open, fair and just. Recommend the collective candidate list of outstanding students, miyoshi students, outstanding student cadres and advanced classes in the whole region, and carry out the selection and recommendation work in strict accordance with the selection procedures, and it is strictly forbidden to resort to deceit.

Verb (short for verb) selector

(a) the evaluation procedures of the three excellent students and outstanding student cadres in the whole region. The nomination of candidates for "three good students" and "outstanding student cadres" in the whole region must be submitted after careful discussion, democratic election, step-by-step evaluation and publicity without objection.

(two) the assessment procedures for outstanding students in the region.

1. The selection of outstanding students in ordinary high schools (including all ordinary high schools held in China) and municipal secondary vocational schools is based on the recommendation of "three good students" in the whole region. The municipal education department and the local Communist Youth League committees carefully organize the selection according to the selection indicators issued by the documents, and recommend them from the school to the county (city, district) to the city for strict examination. After three days of publicity without objection, they recommend them to the Education Department of the autonomous region and the Communist Youth League Committee.

2. The selection of outstanding students in secondary vocational schools in the district is based on the selection and recommendation of three excellent students in the district. Each school selects and recommends 1 outstanding student candidates in the whole region, and submits them directly to the Vocational and Adult Education Department of the Education Department of the autonomous region after three days of publicity without objection. The Vocational and Adult Education Department of the Education Department of the Autonomous Region organizes the difference review, and then recommends five outstanding students from the whole region to the review leading group.

3 outstanding students in technical schools are selected according to the quota allocation. After 3 days of school review and publicity, they will be submitted directly to the Training and Employment Department of the Labor and Social Security Department of the autonomous region.

Finally, the above-mentioned outstanding students in the whole region will be selected by an evaluation team composed of the Education Department of the Autonomous Region and the Communist Youth League Committee. First, determine the list of outstanding students in the region who will be awarded the honorary title in 2009, and publicize the list of candidates and advanced deeds on the bulletin board of the Public Information Network () of Guangxi Education Department for 3 days, and accept supervision and evaluation by the masses. After the publicity period has passed without objection, the recognition list is confirmed below.

(three) the evaluation procedure of the advanced class collective in the whole region. The nomination of advanced class collectives in the whole region should be attended by student representatives, and listen to the opinions of teachers and other class collectives, determine the list according to the comprehensive evaluation criteria, and report it after gradual evaluation and publicity without objection.

(four) the schools affiliated to each city, recommended by the school, sent to the local municipal education administrative department for examination and approval, and reported to the Education Department of the autonomous region and the Communist Youth League Committee for approval. The technical school directly sends it to the training and employment department of the labor and social security department of the district, and then sends it to the education department of the district for examination and approval. Colleges and universities, secondary normal schools and district-level secondary vocational schools are selected by the school and directly reported to the Education Department of the autonomous region and the Communist Youth League Committee for approval.

Inadvertent verbs commend and reward

(a) students who have won the title of outstanding students, outstanding students and outstanding student cadres in the whole region shall be jointly awarded honorary certificates by the Education Department of the autonomous region and the Communist Youth League Committee. The school where the award-winning students are located should set up a special scholarship higher than the first-class scholarship of the school to reward these students, and take the award-winning situation as one of the important reference bases for selecting outstanding graduates.

(2) Class collectives that have won the title of advanced class collectives in the whole region shall be awarded certificates by the Education Department of the autonomous region and the Communist Youth League Committee, and the school will award class activities funds at one time.

(3) According to the relevant spirit of the Ministry of Education, fresh high school graduates who have won the honorary title of outstanding students in the whole region can appropriately increase their scores on the basis of the test scores of candidates enrolled in the college entrance examination this year.

Seven, material declaration requirements

(a) "outstanding students, outstanding students and outstanding student cadres recommended registration form" (see Annex 3) and "advanced class collective recommended registration form in the whole region" (see Annex 4) must be copied according to the attachment style, and the paper specifications should be unified as A4 paper. When filling in the form, it should be filled in with black and blue ink pens or printed by computer.

(II) Municipal Education Bureaus, institutions of higher learning, secondary vocational schools and secondary normal schools shall, when submitting materials, uniformly fill in the Recommendation Form and Statistics Table (see Annex 5) according to the requirements of the sample form, and submit it to the relevant offices of the Education Department of the autonomous region in the form of written materials and electronic documents (e-mail according to the submitted objects), and attach the completed Registration Form for Collective Recommendation of Excellent Students, Excellent Students, Outstanding Student Cadres and Advanced Classes in the whole region.

VIII. Time and Method of Submission of Materials

The municipal education bureaus, universities, secondary vocational schools and secondary normal schools are requested to submit the above-mentioned required materials (in duplicate) to the relevant offices of the Education Department of the autonomous region in the following ways before March 13, 2009.

(1) The evaluation materials of ordinary high schools are summarized by the municipal education bureaus and reported to the Basic Education Department of the Education Department of the autonomous region. In addition to filling in the recommendation form, the materials recommended by ordinary senior high schools and municipal secondary vocational schools in various cities need to write an advanced story material of about 1500 words (with photos of electronic life) in the third person, and then send the recommendation form, advanced story materials and electronic photos to the basic education department at the same time.

(two) the evaluation materials of municipal secondary vocational schools shall be summarized by the Municipal Education Bureau and submitted to the Vocational Education and Adult Education Department of the Education Department of the Autonomous Region; The evaluation materials of secondary vocational schools in the whole region are collected by the schools themselves and submitted to the Vocational Education and Adult Education Department of the Education Department of the Autonomous Region. In addition to filling in the recommendation form, outstanding students in secondary vocational schools in the district also need to write an advanced story material of about 1500 words in the third person (with electronic life photos), and then send the recommendation form, advanced story materials and electronic photos to Zhong Changwu of the Vocational and Adult Education Department at the same time. The recommended materials of outstanding technical school students in the whole region were also sent to Li Yong, the training and employment department of the Labor and Social Security Department of the autonomous region.
