Article 25 of the Regulations on River Management in People's Republic of China (PRC): "To engage in the following activities within the scope of river management, it must be reported to the competent river authority for approval; Involving other departments, approved by the river authorities in conjunction with the relevant departments:
(a) Disposal of sand, soil, gold, sand or sludge
(2) Blasting, drilling and digging fish ponds;
(three) storing materials, building factories or other building facilities in the river beach;
(four) the exploitation of underground resources and archaeological excavations in the river beach.

In the dry season of winter and spring, river sand is exposed, and the phenomenon of stealing river sand often appears. Recently, during the inspection of Huizhou section of Dongjiang River, the water department seized two cases of illegal sand mining, and detained the/KLOC-0 forklift and two pipeline boats suspected of illegal sand mining.
In order to do a good job in the planning of establishing an exploitable area in Huizhou section of 20 16 Dongjiang River, the Municipal Water Affairs Bureau cooperated with Huicheng District and Boluo County Water Affairs Bureau to inspect the relevant situation of Dongjiang River on the spot, and inspected the areas prone to illegal sand mining. The inspection team set out from the city by water law enforcement boat.
When driving to the reach of Ruhu Town in Huicheng District, it was found that there were forklifts and sand pumping pipeline boats in Ruhu Town and Hengshantou River in the floodplain. Water law enforcement officers quickly intervened in the investigation, jointly investigated and dealt with two cases of illegal sand mining, and seized 65,438 forklifts and 2 pipeline boats suspected of illegally exploiting river sand.
