Implementation plan of promoting gradual equalization of basic public health services in Tongzi County

According to the Key Implementation Plan for Deepening the Reform of Medical and Health System in Guizhou Province (2009-201KLOC-0/year) (Qian Fu Fa [2009] No.32), Goals and Tasks for Deepening the Reform of Medical and Health System in Guizhou Province (Qian Fu Ban Fa [2009] No.97) and "Promoting Basic Public Health Services in Guizhou Province Step by Step"

I. Work objectives

Since 20 10, basic public health services have been provided to residents in this county. We will implement intervention measures for outstanding problems that affect the health of urban and rural residents, reduce major health risk factors, effectively prevent and control major infectious diseases and chronic diseases, improve public health services and emergency response capabilities for health emergencies, and enable urban and rural residents to gradually enjoy equal basic public health services.

By 20 1 1, the basic public health services provided by the state have been popularized, and the gap in access to public health services between urban and rural areas has gradually narrowed. Both the permanent population and the floating population in the area can enjoy the public health services provided by the state and the government. By 2020, the equalization mechanism of basic public health services will be basically improved, major diseases and major health risk factors will be effectively controlled, and the health level of urban and rural residents will be further improved.

II. Items and contents of public health services

(1) Basic public health services. Since 20 10, nine national basic public health service projects have been established, including residents' health records, health education, immunization program, prevention and treatment of infectious diseases, children's health care, women's health care, elderly health care, management of chronic diseases, and management of patients with severe mental illness.

(2) Major public health service projects. Since 20 10, six major public health service projects have been launched, namely, cervical cancer and breast cancer screening for rural women aged 35-59, folic acid supplementation for rural women before and during pregnancy, surgery for poor cataract patients, hepatitis B vaccine supplementation for people under 15, cooking stoves in coal-burning fluorosis areas, and construction of harmless toilets in rural areas. We will continue to implement rural pregnant women's hospital delivery, national immunization programs, AIDS and tuberculosis projects. Cooperate with the village clinic construction project.

(III) The Population and Family Planning Bureau organizes technical services on family planning and reproductive health, mainly including contraception, popularization of prenatal and postnatal care, intervention on birth defects, consultation and guidance on contraceptive methods, distribution of contraceptives, implementation of contraception and resumption of fertility surgery, follow-up services, diagnosis and treatment of contraceptive complications and adverse reactions, etc.

Three. Public health service institutions and their responsibilities

(1) Basic public health service institutions and their responsibilities

1. Basic public health services are mainly provided by community health service centers (stations), township hospitals and village clinics for residents free of charge.

(2) Main public health service institutions and their responsibilities

Major public health service projects are mainly organized and implemented by professional public health institutions such as county CDC, county maternal and child health hospital and family planning department. According to the relevant departments involved in major public health service projects, perform departmental responsibilities and undertake major public health service tasks in accordance with the requirements and tasks of major public health service projects.

Four, the basic public health service operating standards

The basic public health service items stipulated by the state shall be implemented in accordance with the National Basic Public Health Service Standards and the operating specifications of basic public health service items determined by provinces and cities. According to the National Basic Public Health Service Standard (2009 Edition), the basic public health services in our county include:

(1) Operating specifications for filing services of residents' health records;

(2) Operating specifications for health education and publicity services;

(3) Operating specifications for children's health care services for 0-36 months;

(4) Operating norms for maternal health care services;

(5) Operating norms of health care services for the elderly;

(6) Operating specifications for vaccination services;

(7) Specifications for reporting and handling infectious diseases;

(eight) management standards for patients with hypertension;

(nine) management standards for patients with type II diabetes;

(ten) management norms for patients with severe mental illness.

Five, the establishment of public health service funding subsidy mechanism

(1) The funds for basic public health service projects shall be shared by the central and local governments. In 20 10, the per capita funding standard for basic public health services is not less than 15 yuan/person, of which the central financial subsidy is 12 yuan/person, and the local financial arrangement is 3 yuan.

(2) The funds for major public health service projects are mainly arranged by the central government, and the matching funds for the projects are arranged by local governments.

(3) The personnel funds, development and construction funds, public funds and business funds of professional public health institutions shall be arranged by the county-level financial budget. In accordance with the provisions of the service income turned over to the financial accounts. County-level finance reasonably arranges the funds needed for major public health service projects. The funds needed for family planning services organized by the population and family planning departments shall be distributed by the finance according to the original funding channels. The county people's government shall give fixed subsidies to rural doctors to carry out public health services, and the funds required for basic public health services shall be arranged as a whole from the financial arrangements for subsidies for basic public health services.

Six, strengthen the leadership of public health service projects.

(1) Strengthen organizational leadership. The county people's government set up a leading group for basic public health service projects (see annex 1), which is responsible for the leadership of basic public health service projects in the county, and established a multi-sectoral cooperation mechanism with the county health bureau, the county finance bureau and the county population and family planning bureau to jointly promote the implementation of public health service projects.

(2) Establish performance appraisal. County Health Bureau and Population and Family Planning Bureau should establish and improve the performance evaluation system of basic public health services and improve the evaluation system and methods. Take professional assessment and social satisfaction evaluation methods for assessment, take the assessment results as the basis for project fund settlement, and link the settlement of public health service project subsidy funds with the quantity and quality of work. The elimination system shall be implemented for community health service stations organized by NGOs with poor basic public health services.

(3) Increase publicity. All levels and departments should take various forms to strengthen the publicity of basic public health service projects and major public health service projects, so that the majority of urban and rural residents can understand the basic public health services they can enjoy free of charge, improve the awareness rate of the masses, and encourage the masses to participate extensively.

(4) Strengthen supervision and management. County Health Bureau and Population and Family Planning Bureau should strengthen dynamic monitoring and management, and do a good job in collecting, summarizing, sorting out and analyzing relevant data and materials. Health departments should strengthen the information statistical guidance to community health service centers (stations), township hospitals and village clinics, and systematically train their statisticians. Community health service centers (stations) and township hospitals should clearly define the personnel responsible for information statistics to ensure that the information is complete and the data is accurate.
