Liujiazhuang Medical College was founded in 1987. It is a full-time college approved by the Ministry of Education and headed by the Education Department of Hebei Province. Enrollment for the whole country, academic qualifications recognized by the state. In 2002, Liu and Liu were the presidents of Xinhua Medical College in Shijiazhuang, both with bachelor's degrees. 1In July, 1994, Hebei Xinhua Medical College was established as the dean.
