Tong Guanxian (1894- 198 1), a native of Du Quan Village, Huashaoying Township, Yangyuan County, Hebei Province, moved to Xuanhua City in the late Qing Dynasty. Moved to Xuanhua City (now Xuanhua District, Zhangjiakou City, Hebei Province) in the late Qing Dynasty. He graduated from Xuanhuafu Middle School (Xuanhua No.1 Middle School) in his early years, then admitted to Nankai University in Tianjin, and went to Waseda University in Japan at public expense. Later, he went to Columbia University, Cambridge University and German National University to study politics and economy. During his study abroad, he joined the revolutionary organization led by Dr. Sun Yat-sen, and served as Professor Peking University after returning to China from 65438 to 0925. Later, Gu, a veteran of the Kuomintang, went to Guangzhou to participate in the National Northern Expedition and was ordered to return to Beijing as a member of the North China Branch of the Political Committee of the Kuomintang in China.

When I was studying in Nankai University, I formed the anti-Japanese organization "New China Society" and published publications to resist and resist. During the May 4th Movement, Tong Guan first organized overseas students to support the vendors' anti-feudal movement of Beijing students. After the victory of the Anti-Japanese War, he served as the director of Jire Ping Jin Branch of the General Administration of Aftercare and Relief of the Kuomintang Government. He worked closely with Ranhru, the representative of the United Nations relief agency in Beijing, to win clothes, blankets, milk powder, canned meat and medicine for the victims. We are also committed to restoration work, such as building classrooms and school buildings in universities in Tsinghua, Nankai and Yanjing, funding the restoration of Baoding Agricultural College, Medical College and Tianjin Institute of Technology, expanding relief work in Beijing and Tianjin, and preparing Guanting Reservoir in the upper reaches of Yongding River. 1947, Tong Guanxian was elected as a legislator. 1948 was elected president of the Legislative Yuan of Nanjing National Government. 1950 He lives in Hong Kong and teaches at Chung Chi College in Hong Kong.
