The transportation system of the whole province has fully implemented Scientific Outlook on Development, and combined with the actual situation of the industry, a series of scientific development ideas and plans have been issued. In 2003, according to the spirit of the 16th National Congress of the Communist Party of China and the deployment of the provincial party committee and the provincial government, the party group of this department put forward the road development idea of "developing both expressways and rural roads", and based on this, compiled the Highway Construction Plan of Hebei Province from 2003 to 2007 and the Development Objectives and Implementation Opinions of Rural Roads in Hebei Province, which were approved and implemented by the provincial government. Around the establishment of a comprehensive transportation system, the development objectives and implementation opinions of road transportation in Hebei Province, the layout planning of coastal ports in Hebei Province and the medium and long-term development planning of railways in Hebei Province have been compiled. Under the guidance of these plans, the province's transportation work objectives are clear and measures are in place, guiding the province's transportation industry to achieve brilliant achievements one after another.

Second, always adhere to the pragmatic work style and pay close attention to the implementation of all work. Traffic development can be seen and felt, but it can't be made up or blown out. Only by seeking truth and being pragmatic can we do it step by step. In recent years, the province's transportation system has always regarded implementation as a main line of work. According to the overall development plan, the Party Committee of the Provincial Communications Department put forward "four tasks", that is, "what to do"-all levels and departments should define the development goals according to the province's transportation plan, "how to do it"-put forward the solutions to the difficulties in implementing the development goals, "who will do it"-clarify the task goals to the units and people, and "when to do it"-forming an officer mechanism with clear tasks in the whole system and forming clear measures in all levels and departments.

Three, with the idea of reform and opening up, market-oriented, and strive to solve the main contradictions and key problems that restrict development. The fundamental reason for the rapid development of traffic construction in our province lies in persisting in reform and opening up, combining infrastructure construction with market-oriented operation, and effectively solving the biggest constraint of traffic development-the problem of funds. Successfully implement the "three diversified" financing system in expressway construction; Explore the "six-point" financing method in rural highway construction, with a little subsidy from the transportation department, a little financial support from cities and counties, a little counterpart assistance, a little social donation, a little discussion on farmers' issues and a little market-oriented operation. In the construction of general national and provincial trunk lines, exploring ways of arranging road maintenance fees, connecting expressways and building toll roads has accelerated the development of general national and provincial trunk lines without increasing a penny of non-toll road loans. By emancipating the mind and innovating development concepts and measures, the problem of construction fund constraints has been effectively solved, which has promoted the great development of highway construction in the province.

Four, according to the law and regulations as the basic criterion of traffic work. In view of the complex contradictions in the transition period of the economic system, the principle has always been regarded as a sharp knife to deal with complex contradictions. Since 2003, more than 70 rules and regulations have been formulated according to relevant laws and regulations, effectively ensuring decision-making and standardized management according to law. In the past five years, all the directors' office meetings, responsible comrades of discipline inspection and supervision departments and regulations departments attended; Normative documents issued in the name of the general office shall be reviewed and checked by the department of laws and regulations in advance. The director's office will make decisions on hundreds of major tasks, all of which meet the requirements of laws and regulations, handle many complicated contradictions and problems, and ensure the healthy and sustainable development of traffic work.
