Comrade Qin Laiying 1965 joined the work in September, and successively served as deputy secretary of the Communist Youth League Committee, deputy director of the commune and deputy secretary of the Party Committee of Daxinzhuang Commune in the suburbs of Changzhi City.

1September 1972 served as secretary of Changzhi municipal Committee of the communist youth league;
