The tobacco industry in China implements the management system of unified leadership, vertical management and monopoly. The State Tobacco Monopoly Bureau and China Tobacco Corporation conduct centralized and unified management of "people, money, materials, production, supply, sales, domestic, foreign and trade" in the national tobacco industry.
Since the implementation of the tobacco monopoly system in China, under the leadership of the CPC Central Committee and the State Council, with the strong support of local party committees and governments at all levels and relevant departments, we have given full play to the advantages of the industry management system, implemented the Scientific Outlook on Development, deepened reform, intensified monopoly law enforcement, promoted scientific and technological progress, and paid close attention to basic management, which has promoted the continuous improvement of economic benefits.
The main responsibilities of the Tobacco Monopoly Bureau:
1. Formulate the development strategies, plans and policies of the tobacco industry, adjust the industrial structure, and promote the rational distribution of the industry.
2. Implement tobacco monopoly management according to law, investigate and deal with illegal cases, ban and close unplanned tobacco factories according to law, and protect legitimate business.
3. Organize the implementation of the national financial accounting system, exercise the investor's rights on the state-owned assets of affiliated enterprises according to law, operate and manage the state-owned assets, undertake the responsibility of maintaining and increasing the value, manage and supervise the financial funds of the tobacco industry, and organize the implementation of the internal audit of the tobacco industry.
4. Organize the production, management and foreign economic and technical cooperation of tobacco industry, compile and organize the implementation of the annual plans for the production, supply and marketing of tobacco monopoly products and the import and export, compile the fixed assets investment plan of tobacco industry, examine and approve the fixed assets investment projects of tobacco products production enterprises, guide the safe production of the industry, and handle major safety accidents according to law.
5. Put forward suggestions on economic policies of tobacco industry, formulate the price policy of tobacco monopoly products, and manage the price of tobacco monopoly products.
6, responsible for organizing the implementation of tobacco industry system reform, guiding the reform of tobacco enterprises, promoting the joint reorganization of cigarette industry enterprises, cultivating large enterprises with international competitiveness, and examining and approving the establishment, division, merger and cancellation of tobacco enterprises according to law.
7, responsible for tobacco products harm reduction and coke reduction work, formulate policies for the development of science and technology in the tobacco industry, organize the implementation of technological innovation and major scientific research projects and the application and promotion of scientific and technological achievements, be responsible for technical supervision and quality management in the tobacco industry, and organize the implementation of industry standardization.

Legal basis:
Article 15 of the Tobacco Monopoly Law of People's Republic of China (PRC) has been approved by the tobacco monopoly administrative department of the State Council or the provincial tobacco monopoly administrative department, and obtained the license of tobacco monopoly wholesale enterprise, and has been approved and registered by the administrative department for industry and commerce.
