According to the Inquiry Law, the National Development and Reform Commission (NDRC) belongs to the provincial and ministerial level, the department is the subordinate internal organization of the NDRC, that is, the bureau level, and the director is the chief of the bureau level. The levels of leadership positions are divided into: national chief, national deputy, provincial chief, provincial deputy, bureau chief, bureau deputy, county deputy, county deputy, township deputy and township deputy.

The National Development and Reform Commission of the People's Republic of China is an integral part of the State Council and has ministerial status. In the course of performing its duties, the National Development and Reform Commission implements the principles, policies and decision-making arrangements of the CPC Central Committee on development and reform, and upholds and strengthens the Party's centralized and unified leadership over development and reform.
