Working procedure (temporary)

The National New Rural Construction Implementation Committee (hereinafter referred to as the Agricultural Construction Committee) was established in June 2007 +0 1. It is the direct implementation unit to organize and promote the construction of new rural areas and strengthen rural work, and it is also an organization to strengthen the cooperation of experts in the fields of agriculture, rural areas and farmers. In order to speed up the full implementation of the construction of new socialist countryside, the Municipal Agriculture Commission has formulated the Implementation Plan for the National Pilot Work of Building New Rural Areas (hereinafter referred to as the Implementation Plan). Approved by the state, in accordance with the "county pilot program" and its implementation plan, the pilot work of new rural construction will be carried out nationwide. In order to standardize the county pilot work and rationalize the work flow of site selection, location and pilot, the Agriculture Committee has formulated the "National New Rural Construction County Pilot Work Procedure (Provisional)", which is requested by all relevant units for reference.

First of all, show a willingness to cooperate.

1, communication and docking. According to the "National Pilot Program for New Rural Construction" formulated by the Agriculture Committee, the selection and establishment of pilot counties will be carried out by combining online bidding with local provincial government recommendation. 2,862 county-level units across the country can learn about the "National Pilot Program for New Rural Construction Counties" and the relevant conditions and bidding procedures for the selection of pilot counties through the website of the Agricultural Committee. Apply for recruitment through the email address on the website of the Agriculture Committee (see Annex I for the template). The Agriculture Committee shall reply to the county government in accordance with the county pilot site selection standards and bidding procedures. After receiving the reply, please ask the county government leaders to bring relevant written materials to Beijing to connect and communicate with the Agricultural Committee and its business executive agencies.

2. Unified understanding. After the two sides reached an agreement through consultation, the county-level government that applied sent an invitation to the Agricultural Committee and the business executive agency-Beijing Anerfa Technology Development Co., Ltd. (hereinafter referred to as Anerfa Company). The Agricultural Committee organized experts to go to the county for field research, and conducted research, discussion and demonstration with county leaders (including Party Committee, People's Congress, government and CPPCC) and relevant departments in light of local actual conditions, and reached a consensus on whether to include them in the county pilot program.

3. Sign the cooperation intention. After the two sides reached a consensus, the county government first sent officials from professional functional departments to hold substantive consultations with experts from relevant departments of the Agricultural Committee to draw up a cooperation outline between the two sides; On the basis of mutual consent, sign a memorandum of cooperation or a letter of intent for cooperation (see Annex II for the template).

Second, establish cooperative relations.

1, the procedure is perfect. After the two sides sign the memorandum of cooperation or letter of intent, the local county government will submit the implementation plan together with the memorandum of cooperation or letter of intent to the Standing Committee of the National People's Congress at the same level for deliberation. After deliberation and approval by the National People's Congress Standing Committee (NPCSC), a resolution document will be issued to lay a legal foundation for the establishment of cooperative relations between the two parties (see Annex III for the template).

2. Establish institutions. After the Standing Committee of the People's Congress of a county (city, district) issued a deliberation resolution document, the Agriculture Committee listed the county (city, district) in the category of "National New Rural Construction Pilot County" and issued a reply document. Both parties jointly sent personnel to form the "Preparatory Group for the Work of the New Rural Construction Pilot County in" (hereinafter referred to as the Preparatory Group).

3. sign the contract. After the establishment of the preparatory group, according to the "implementation plan" and combined with the actual situation in the region, the outline of the new rural construction plan for the pilot counties was formulated, and the "new rural construction pilot cooperation contract"

Third, clarify the content of cooperation.

1, development plan. According to the situation of local resources and the characteristics of local industrial development, the preparatory group organizes the preparation of county industrial layout planning, village construction system planning and long-term development planning of circular economy (hereinafter referred to as planning).

2. Develop a topic. The preparatory group invited national and local experts, together with local governments, enterprises and farmers, based on the principle of proceeding from reality and the long-term development plan of circular economy, to determine the direction and content of "special topic" empirical research, to jointly participate in the topic selection of practical projects and scientific research demonstration projects, and to study and formulate guiding theories, implementation measures and specific implementation plans suitable for the construction and development of local new countryside.

3. Determine the construction project. On the basis of establishing special research, select industrial projects and village construction projects related to theoretical achievements practice and scientific and technological achievements demonstration. According to the determined industrial projects and rural construction projects, the organization and implementation measures of "synchronous planning and design, synchronous investment and construction, synchronous acceptance and use" will be adopted to realize the synchronous promotion of rural industrial development and rural planning and construction.

Fourth, determine the way of cooperation and the implementation route.

1. Formulate the bidding scheme. Led by the preparatory group, the bidding scheme for industrial projects and rural construction projects will be formulated, and the investment and construction operators of the projects will be selected through social bidding. The winning bidder will bear the initial start-up capital of each project, and be responsible for the project construction and management.

2. Prepare the feasibility study report. The winning bidder is responsible for preparing the project proposal, and the preparatory group is responsible for submitting the project proposal submitted by the winning bidder to the Agriculture Committee, and then the Agriculture Committee will organize experts to conduct demonstration and evaluation. After approval, the preparatory group will report the investment amount proposed in the project proposal to the municipal, provincial or national development and reform commission for the record.

3. Draft an investment plan. After the project is approved, the winning bidder is responsible for organizing the preparation of the business plan and project implementation plan of the winning project, and the subject experts designated by the Agriculture Committee guide the winning bidder to prepare the project investment plan and financing plan.

Verb (abbreviation for verb) determines the business organization and working mode.

1, set up branches. The Science and Technology Industrialization Promotion Committee of the Agricultural Construction Committee located in the pilot counties (hereinafter referred to as the Science and Technology Industrialization Promotion Committee) is the business branch of the Agricultural Construction Committee. Its working team selects 1 director unit, 2 deputy director units, 1 chief engineer (chief engineer, chief accountant and chief economist) and 1 secretary-general unit from the winning bidders, which consists of 7 units.

2. Establish a management committee. After the preparatory work is completed, the preparatory group will be changed to the "Circular Economy Industrial Park Construction Management Committee" (hereinafter referred to as the Management Committee) in the pilot counties. The Management Committee and the Association for the Advancement of Science will cooperate and manage a team internally and conduct business with two brands externally. Management Committee is the main body of the county's new rural construction, which is jointly established by the agricultural Committee and the pilot counties. The director of the CMC is concurrently appointed by the leaders in charge of the county, and the executive deputy director is concurrently appointed by the Agriculture Committee.

3. Determine the working mode. Under the support and leadership of the Agricultural Committee and the pilot county government, the CMC undertakes the theoretical and empirical research, practice and demonstration tasks of the subject, organizes the investment, construction and operation of county-level projects in accordance with the working mode of "government behavior promotion and market behavior implementation" and the principle of integrating theory with practice and relying on "circular economy industrial park".

Six, the establishment of capital credit base

1. Registered companies build platforms. The Agricultural Construction Committee approved Anerfa Company to register its management company within the jurisdiction of the pilot counties, and the management company selected certified public accountants and accountants through bidding, and set up "accounting center, wealth management service center and asset custody center" respectively to build a market-oriented investment supervision service platform.

2. Raise funds to set up two funds. The Agriculture Committee cooperates with the pilot county governments to raise start-up funds and construction funds for industrial development and rural construction projects.

(1) Funds for overall construction of villages and towns. The Agriculture Committee cooperated with the pilot county government to raise funds to set up the "Village and Town Construction Fund" (hereinafter referred to as the construction fund) as the seed fund for village and town construction. The "construction fund" is set up in the form of "one piece from the state finance and one piece from the social capital".

(2) Industrial Development Fund. Anerfa Company has established a cooperative alliance with the business execution enterprises of the branches of provincial, municipal and county agricultural committees to jointly raise funds to set up the "Industrial Development Fund" (hereinafter referred to as the Development Fund) as the seed fund for industrial development. The "development fund" is established in the form of "one alliance enterprise and one project bidding".

3. Cultivate the capital credit foundation. The "construction fund" can be supplemented by a certain proportion in the part of the local finance retained by the annual industrial tax within the jurisdiction; The "development fund" can be supplemented by a certain proportion of the annual operating profit of the alliance enterprise. "Construction funds and development funds" are jointly used as credit guarantee funds for investment and financing of village and town construction projects and industrial development projects (hereinafter referred to as guarantee funds) to build the credit base of county capital.

Seven, cultivate market development mechanism

1. Establish an investment and financing system. Relying on the lever of "guarantee fund", integrate the financial resources in the jurisdiction and coordinate the efficiency of local capital use. Establish a "regional new rural investment guarantee bank" (hereinafter referred to as the guarantee bank), establish a credit guarantee mechanism for project investment and financing, operate according to market rules, rely on the "guarantee bank", and select the winning bank to cooperate with domestic and foreign investment institutions through bidding for the projects to be invested, so as to jointly build a market-oriented investment and financing system that meets various rural capital needs.

2. Improve the credit guarantee mechanism. The management company will evaluate and price the assets under construction of the proposed project undertaken by the winning bidder, and sign a commitment letter or contract with the asset custody center for the use of funds with the assets under construction as collateral and the distribution right of project operating profits as counter-guarantee, so as to establish a legal and effective investment mortgage guarantee mechanism.

3. Build a market-oriented investment system. The undertaking project enterprises, investment banks and guarantee banks sign investment contracts, and the guarantee banks provide loan credit guarantees for the undertaking project enterprises and investment banks, and the undertaking project enterprises mortgage the assets under construction to the guarantee banks, and promise to use the distribution right of operating profits as the counter guarantee of the guarantee banks, thus establishing a new market-oriented project investment and financing service system with independent investment, independent development, self-restraint and self-improvement.
