He used to be a cadre of animal inspection department of Guangzhou Animal and Plant Quarantine Institute, deputy secretary of the Party Committee of Beiqiao Sub-district Office in Chikan District of Zhanjiang City (on post), deputy section chief of Baiyun Airport Bureau of Guangzhou Animal and Plant Quarantine Bureau, deputy director of the Party Committee Office of Guangzhou Animal and Plant Quarantine Bureau, assistant director of the Personnel Department of Guangzhou Animal and Plant Quarantine Bureau (director level), and chief of the academic title section of the Personnel Department of Guangdong Entry-Exit Inspection and Quarantine Bureau. Since June 2002, he has served as a member of the party group and deputy director of Conghua Entry-Exit Inspection and Quarantine Bureau.
